2/ Centres to teach the locals the farming know how with a view to help Africa to achieve food independence. China has reckoned that with the current arable land combined with some know-how, Africa should be able to provide food for two to three times the African population.
3/China teaches soil improvement, seed selection, irrigation techniques etc.
