Oxygen, one of the most critical elements for clinical treatment was managed at a war footing by the #UttarPradesh government

Their focus?

The most important metric LOCATION & MOVEMENT of assets to carry as much #oxygen possible with a focus on OPTIMISATION.

Within 24 hrs, #upgovt activated teams all over #UttarPradesh & sourcing states like Jharkhand, West Bengal & Odisha to intercept trucks carrying #oxygencylinders, deployed an app for download on smartphones & placed it in each truck, w/o disturbing their ongoing route.

Simple SOP was to be followed – keep the phone on & don't touch it. It was simply tracking the truck's live location.

Why GPS devices were not used?
It would've taken 4 days for it & would have come at the loss of lives.

Key macro-decisions followed - rail network deployed to bring #Oxygensupply from eastern states to #UttarPradesh & to airlift empty #OxygenCylinders with help from the Air Force, using airports like Agra, Hindon & Lucknow back for re-filling

Real-time information on tankers & their movement, the most critical element of the #oxygensupply chain, was displayed on the dashboard.

“Oxy Tracker” was used to visually flag the efficiency of the entire fleet with one sweep of the eye.

- Running
- Idle
- Transit empty or full
- ETA to destination
- Driver name & number
- Quantity being carried
- Tankers travelling by plane, train or road, etc

#UttarPradesh govt under CM @myogiadityanath's leadership created 5 major primary hubs in UP:

1. Modinagar
2. Agra
3. Kanpur
4. Lucknow
5. Varanasi

Plus secondary hubs in Bareilly & Gorakhpur for optimising the entire supply chain!

The hubs fed regions around them, within the cycle time limit of max 10 hr.

All #oxygen tankers that arrive within these hubs have to be shipped within these regional centres & distribute the oxygen at designated places & reach the airports – all within 10 hrs.

Each hub has an airport to bring #oxygen tankers back to shipping points – places where #UttarPradesh was allocated gas quota i.e. Jamnagar, Jamshedpur, Bokaro, Durgapur, Haldia, Bengal

All shipping centres are within earshot of airports too. Airlifts saved 40% in cycle.

Once empty tankers are back in a batch of two, they are filled ASAP, put in the rail yard or loading & hopping, as quickly as possible, in a batch of 4.

Trains are shipped with rakes with 4 tankers on it. Each train carries at least 80 MT to a dedicated hub point.

Once the train leaves, based on from where, it is received at one of the hubs within 16-22 hrs range, based on shipping point and the hub.

Once a hub receives #oxygen tankers, they are run on set routes within the zone to keep the cycle time within 10 hrs.

This provides ample time for #AirForce to manage the queue

Airforce needed to operate 16 flights/day between hubs & shipping centres

Within 3 days entire #UttarPradesh was able to supply 800 MT of #oxygen to all major health centres every 24 hrs, in a v predictable manner

UP Government is now lifting almost 1000MT within 10 days from the time when it was lifting and distributing 250MT.

Building #Oxygen Generation Capacity

#UttarPradesh has existing working oxygen generation (PSA) plants in 13 districts.

Further, GoI sanctioned 14 PSA plants for 14 institutions, of which 5 plants have already been installed & the remaining 9 are under implementation.

#UttarPradesh govt has issued Purchase Orders for 4 #Oxygen PSA plants.

#Yogi govt is also constantly engaging with GoI for identification of sites for establishing additional #PSA plants under #PMCaresFund & a list of 167 additional sites has been shared with GoI

#YogiAdityanath's UP Model

#UttarPradesh under the able leadership of CM @myogiadityanath quickly put in place a strategy to optimise the #medicaloxygen supply, enabling it to ramp its supply from 250 metric tons to 1,000 metric tons all within 10 days - That is FOUR times!
