Michael Lin introduced the group, SLLF, to China in 2009. He organized Hunter Biden's first visit there months later.

State Legislative Leaders Foundation (SLLF) hosts summits for state legislators, its big corporate backers, and Chinese officials.

The group partners with Chinese People's Association for Friendship with Foreign Countries, which the U.S. deems a CCP front organization.
California State Senate Leader Robert Hertzberg is one of SLLF's most prominent members. SLLF and CPAFFC (the front group) have each paid $7,500 for Hertzberg's trips to summits in China.
Former Hunter Biden business partners Michael Lin and James Bulger have long advised SLLF.

Lin and Bulger partnered with Hunter on BHR Partners, the controversial private equity firm.
An email from Hunter's laptop shows that Bulger offered to use his contacts through SLLF to promote a BHR Partners deal for a Chinese gov't aviation company (AVIC) to buy U.S. auto parts maker, Henniges.
Bulger wanted to tamp down any concerns that unions and local lawmakers might have about a Chinese company buying a U.S. auto parts maker.

He wrote to Hunter in March 2015:
Michael Lin and James Bulger posted various photos of Hunter Biden and one of Joe Biden on their company web sites.

One is of Hunter visiting China as part of BHR Partners. The other is of Michael Lin with Joe Biden in 2017.
The Bidens are the more eye-grabbing part of the story. But SLLF seems more significant. The org is backed by major companies, Facebook, Google, Apple, Comcast, Walmart.

It essentially gives big business and China access to statehouse leaders.
The Trump administration warned last year that SLLF's partner, Chinese People's Association for Friendship with Foreign Countries, sought to "malignly influence" state-level lawmakers.

The State Dept pulled out of a governor's conference in October b/c of CPAFFC's involvement
But SLLF is undeterred. Its president, Stephen Lakis, attended a summit held last week between a Chinese diplomatic front group and officials from some of the top US think tanks (Brookings, Carnegie).

Michael Lin's role is interesting.

He said in a 2009 speech that he organized SLLF's first summit in China, which brought together state leaders, Chinese provincial leaders and major companies.

In April 2010, he took Hunter to China (Lin left of Hunter)

Atlantic Council's go-to defense is that it always maintains "intellectual independence" in its partnerships with donors.

Which *might* be true, but in the case of Burisma, the donor was paying for the legitimacy that Atlantic Council can provide in Washington.

Lancet editor has said the world has "a great deal to thank China for" regarding pandemic, & that Trump committed "crimes against humanity" by defunding WHO.

The award was from China's State Administration of Foreign Experts Affairs (SAFEA), which operated the Thousand Talents plan.

Horton received award for his “enthusiastic support for China’s construction” and for his “friendly co-operation.”
SAFEA funded at least three studies published in The Lancet in 2017-2019. Horton attended a SAFEA symposium in 2016, and contributed to a report provided to Chinese government.

In 2015, Horton was awarded a "Friendship" award by China's State Administration of Foreign Experts Affairs, the agency that recruits foreign scientists and runs the Thousand Talents program.

It's been implicated in espionage and intellectual property cases.
The State Administration of Foreign Experts Affairs hosted Horton in China in 2016, and used his insights for a government report.

The agency also funded at least 3 studies published by The Lancet.
