While not questioning the intent of our Finance minister, I would like to bring in a few facts that he might consider.

As per 18th May Vaccine supplied statement: Total Supplied: 20.78 Crore

TN received 4.1% & Gujarat 7.8%.
Few weeks back On 27th April 2021, Total vaccines Supplied was 15.65 Cr

TN received 4.1% & Gujarat 8.1% of the total supplies.

So between 27th April & Now, the supplies for TN has remained constant & there is a marginal dip in supplies sent to Gujarat.
The answer to why less to TN & more to Gujarat or other states is because TN was never a front runner in the vaccination race.

60% vaccination coverage happened in 8 states during the last week of March.

If Compared with population, why ignore UP which received just 7.5%.
On 19th April, GOI had clearly mentioned on how the vaccines will be allocated to states.

Active Covid cases, Vaccination performance & wastage are the criteria for allocation of vaccination.

Even now the vaccination performance in TN is poor despite healthy stock position.
Astra Zeneca vaccines are not approved for consumption in US & hence they decided to manufacture and export to countries including India.

India had asked US to consider sending us atleast 35% of doses cleared for export. All these happened even before DMK won the election
MEA Jaishankar is expected in US in next week to bring back home most of the 60 million doses of Astra Zeneca which is cleared for export. This happened on 22nd May 2021.

Same day PTR sent out his letter.
Surprisingly Rev Jesse Jackson had also requested the US government to supply vaccines to India. No, not now. He did this on the day DMK had the swearing in ceremony.

Let’s all believe PTR did ask him to.
Pfizer had withdrawn the application in Feb’21. Moderna hadn’t even submitted application for approval.

CDSCO had kept the application of Pfizer unapproved because they had not performed local clinical trials. As of today only Covishield, Covaxin and Sputnik is approved.
India is looking for this supply from US as SII couldn’t ramp up their facility to 10 crore doses a month as per their previous commitment. They will be ready with it by end of June and ideally India will not have shortage from end of July 2021.
Liberalised pricing policy was released on 1st May 2021.

According to the same GOI will purchase 50% vaccines procured by CDL & will supply to states on FOC basis. States can procure balance 50% from CDL.

With this TN tender, doubts raise whether Order to CDL is placed?.
Accordingly Government had committed to supply 5.86 Crore doses to states free of cost between 1st May to 15th June 2021. Another 4.87 Crore doses before 30th June.

BB & SII have stopped exports and their current manufacturing capacity per month is 12 Crore doses a month.
GOI on 28th April placed orders for 11 Crore & 5 Crore doses to SII & BB respectively.

The vaccines that are being delivered to all states almost on a daily basis are through these orders. If the supplies from US reaches, even those will be distributed to all the states.
TN placed it’s order for 1.5 Crore vaccines on 28th Apr’21. Of which only 9.62 Lakh doses were supplied on 18th May.

Before the global tender is finalised, Looks like the state’s vaccine need will be satisfied with the one’s in pipeline from GOI & that procured by TN directly.

🎗 Amount collected and utilised in this year will be audited and then be released well.

However the government at multiple junctures informed what is the expenditure made from the PM cares fund.

The 3076 Crores collected in 2019-20 was allocated for the following and is mentioned in the PM cares website.

2000 Crores for Ventilators, 1000 Crores for Migrant worker welfare and 100 Crore for vaccine development.

An investigation was ordered to check on the news prints being dumped in India from America, Europe and Hong Kong, Australia etc.

Price undercutting, price suppression for the sake of selling in India were noticed during the investigation.

Before this investigation was kicked off the custom duty for news print was kept at 10% and then later slashed down to 5% to accommodate the demands of new print media owners.

This was again increased to 10% in this year’s budget.
