NEW: Two prominent lobbyists affiliated with ATLANTIC COUNCIL -- Richard Burt and Fran Burwell -- took in $2.8 million lobbying for Nord Stream 2, the pipeline supported by Putin.
Burt and Burwell met with State Dept official Kathleen Kavelec in Sept. 2017. Her calendars note their affiliation with Atlantic Council. (Kavalec's next meeting happened to be with Russia's ambassador)
Atlantic Council has 3 broad factions on Nord Stream. There's Burt/Burwell, then a very anti-pipeline cohort, and then a group that opposes Russia but also opposes sanctions on European companies (same position held by Biden).
The third faction appears to have won the debate both at AC and in Biden admin. The Council has influence on the debate, one think tank insider told me. Biden admin officials "care very much what institutions like the Atlantic Council say and think."
Atlantic Council board members have used the think tank to help controversial clients in the past. Best example is Sally Painter and Karen Tramontano, who arranged Burisma's partnership with Atlantic Council in 2017.
At AC, even the staunchest Russia hawks have sought out partnerships with Russian oligarchs. AC scholar Anders Aslund solicited the owners of Alfa Bank for donations in 2016, according to emails released in a lawsuit.
Odd enough, Alfa Bank now holds a stake in Nord Stream.

Huggins admitted to boiling the water that other Panthers poured on Rackley during a torture session. She admitted to kicking Rackley.
Two Panthers shot Rackley and dumped his body in a river. Huggins was not accused of taking part in the murder, but she was charged with ordering the hit along w/ Bobby Seale (who was also at the congressional forum).
State Legislative Leaders Foundation (SLLF) hosts summits for state legislators, its big corporate backers, and Chinese officials.
The group partners with Chinese People's Association for Friendship with Foreign Countries, which the U.S. deems a CCP front organization.
California State Senate Leader Robert Hertzberg is one of SLLF's most prominent members. SLLF and CPAFFC (the front group) have each paid $7,500 for Hertzberg's trips to summits in China.
Peter Daszak is on the commission. Both he and Sachs have reliably dismissed the Wuhan lab leak theory as a Western attack on China.
Sachs recently blamed the U.S. for tensions with China at an event hosted by the China Public Diplomacy Association, which operates under the foreign affairs ministry.
He's also called U.S. the "greatest threat" to global peace.

Which *might* be true, but in the case of Burisma, the donor was paying for the legitimacy that Atlantic Council can provide in Washington.

Horton received award for his “enthusiastic support for China’s construction” and for his “friendly co-operation.”
SAFEA funded at least three studies published in The Lancet in 2017-2019. Horton attended a SAFEA symposium in 2016, and contributed to a report provided to Chinese government.
In 2015, Horton was awarded a "Friendship" award by China's State Administration of Foreign Experts Affairs, the agency that recruits foreign scientists and runs the Thousand Talents program.
It's been implicated in espionage and intellectual property cases.
The State Administration of Foreign Experts Affairs hosted Horton in China in 2016, and used his insights for a government report.
The agency also funded at least 3 studies published by The Lancet.
