It’s almost a Darwinian cultural selection process.
I have a theory this also explains why so many English villages so much better than many English towns.
Local cultural regional pride of local elites is far weaker in England - as they literally don’t see themselves as such.

In other words a rich/successful Bavarian will see Munich as “their city” while a rich successful person from Nottingham or Sunderland either goes to the countryside or to London.

So over generations the unexpressed truth is that regional city accents are by definition “working class” whereas the top 5-10% public school educated population - & the aspirational middle class that copy them - speak “proper English”.
