Who said China doesn't want to engage with the Tamils? If India and West thinks China doesn't understand the ethnic issues in the island they are wrong. It is the Eelam Tamil's pro-West, Pro-Indian stand that is still giving the International community a presence in Ceylon.

China is invoking the historical relationship they have with the Tamils in the island. China will not make the name board mistakes again. They are not in the island to impose a language or to confront the locals. They are not that foolish.
India on the other hand wants to push Hindutva diplomacy, it is not comfortable in connecting with the Tamils along ethnic lines. Eelam Tamils only have a strong relationship with TN. India doesn't want to strengthen that relationship. India doesnt wants TN to be empowered.
The FrontLine/Hindu Brahminical wing that drives India's foreign policy wants to deal with Eelam Tamils on the basis of the religious identity. They want Eelam Tamils to connect with India as Hindus. That will never happen. China doesn't play that game.
The Dravidian rulers are comfortable with the way things are right now. These are not concerned about அயல்நாட்டு issues. They have bigger issues to deal with in TN. Foreign policy, economy, defence are petty issues. Rahulji, Modiji, and Soniaji can take care of those things.
Eelam Tamils politics have always been influence by the National security concerns of India. Eelam Tamils have to think about India's security in all of their political dealings because Tamil Nadu is our cultural parent.
I believe the Tigers could have achieved more if they didn't have to take India's interest and security into consideration.
Meanwhile Indians are busy making TV series projecting Eelam Tamils as terrorists conspiring with Pak to attack TN 😂
