19 *Adopt resolution recognizing the 50th Anniversary of the Alisa Ann Ruch Burn Foundation
21. Approve and authorize the Fresno County Administrative Office to submit the Bulletproof Vest
Partnership (BVP) application to the U.S. Department of Justice, Office of Justice Programs,
Bureau of Justice (BJA) which, if awarded, would provide reimbursement up to 50% of the
purchase price of bulletproof vests for the Sheriff’s Office, the District Attorney’s Office.
28. Approve and authorize the Chairman to execute First Amendment to Agreement No. 18-697 with
The Regents of the University of California, on behalf of its Davis campus at UC Davis Extension to add Continuing and Professional Education Human Services supervisory courses extend-
the term by two years from July 1, 2021 to June 30, 2023 and increasing the maximum by $300,000 to a
total of $1,332,750.
33. Ratification of Memorandum of Understanding with California Government
Operations Agency and Ratification of Retroactive Agreements with United Health
Centers of the San Joaquin Valley total not to exceed $2,441,000.and Sierra Pacific Orthopaedic Center Medical
Group,
Inc.total not to exceed $1,308,400. 37 San Joaquin Valley Water Infrastructure Authority The SJVWIA was originally formed with the primary purpose of soliciting grants under the competitive
process established by the State of California, Water Quality, Supply, and
Infrastructure Act of 2014 for
surface water storage projects, groundwater recharge projects, and the construction of the Temperance
Flat Reservoir Project.
The SJVWIA has continuously met since 2015, and was helpful in laying the framework for the Temperance
Flat Reservoir Au-
-thority (TFRA) to be awarded a Maximum Conditional Eligibility Determination of
$171,330,000 by the California Water Commission through the Water Storage Investment Program for the
Temperance Flat Reservoir Project. Unfortunately, the award amounted to only 5% of the estimated
project cost and the TFRA ultimately withdrew its application for funding.
The members of the SJVWIA now desire to modify and expand the purposes of the JPA to more
comprehensively support, assist, and benefit the people, businesses, and industries of the San Joaquin
Valley with
,programs, and projects directed at improving, maintaining, sustaining, and protecting
water supplies and infrastructure upon which the region depends.

Service. Served initially in Selma and then
as a Sheriff Deputy. Was an Auto Theft Detective. Later supervised the K-9 unit for 13 years. Married to sheriff dispatcher. Brandau jokes that Louis probably put a lot of Brandau’s high school classmates in jail.
4.* Approve Amendment to the Salary Resolution reclassifying one Principal Administrative Analyst
allocation to Project Administrator - Homelessness Liaison position in the County Administrative
Office Org 0120, effective June 14, 2021. A Principal Administrative Analyst in the
County Administrative Office has been handling Homelessness Administrative/Coordinator responsibilities in addition to the incumbent’s normal responsibilities associated
with a Principal Administrative Analyst. Over the last three years, the incumbent’s responsibilities related
homelessness activities have evolved from staff support to the CAO to a leadership role overseeing,
administering and coordinating multiple homelessness related initiatives, activities, and groups.Passed with no discussion
5. *Two separate Internal Service Funds (ISF) for FY 2021-22. Those funds are:Fund 1020, Information Technology Services, Org 8905-8908
Fund 1030, PeopleSoft Operations, Org 8933. As an ISF department, ISD, which manages these two funds, must recover all operating expenses by
charging user departments and public agencies for services ordered and rendered Below is a summary of events that lead to the recommended amendments to the MSF:
· Increased rate within 4309 GIS Support is largely due to changes in methodology associated with
additional formerly
storage are a result of increased efficiencies and
methodologies adopted by the Department. Passed 5-0.
6. *Amendment to the Master Schedule of Fees, Changes, and Recovered Costs
Section 3800 - General Services. Charging the proposed
rates for services rendered to user departments and other public agencies will result in the collection of
portion of the revenues needed to operate
these three separate Internal Services Funds (ISF) for FY
2021-22. Those funds are:
Fund 1000, Fleet Services, Org 8910 - 8911
Fund 1035, Security Services, Org 8970
Fund 1045, Facility Services, Org 8935
The rate increases, which range from 1.34% to 8.72%, are due to a variety
of factors, including salary and benefit increases, and necessary replacement of outdated equipment. The sole exception to this is
subsection 3804 - Badge Identification, Hirsch Security System, which is a rate decrease of 0.42%.
As an ISF department, ISD, which manages these three funds, must recover all operating expenses by
charging user departments and public agencies for services ordered and rendered.
The proposed amendments to the Ordinance, if adopted by your Board, would update rates. Passed with
minimal discussion. 7. Surplus and Sale of County Property - E. Kings Canyon Road and S. Cedar Avenue:Approval of the recommended action will declare the
Property as surplus, and set a minimum sale price for the Property to initiate the sale process. Adopt Resolution declaring
County-owned property surplus and declaring County’s intention to sell
the surplus property located in the north east corner of E. Kings Canyon Road and S. Cedar
Avenue, Fresno, CA, approximately 30 acres, commonly known as the former University Medical
Center (APN 461-02-003T),
and declare the Board’s intention to sell the property at a minimum price
of $6,000,000.
The Property was deeded to the County on January 11, 1887 for 9,600 gold coins of the United States of
America. Generally referred to as the University Medical Center UMC campus, a hospital
was first
established on the Property in the late 1800’s, which was destroyed by a fire. A new hospital replaced the
earlier structures in 1906. On July 21, 1925, the County deeded the northern half of the Property to the
Fresno Unified School District to establish Theodore
Roosevelt High School.
The minimum sale price, and conditions of sale, would continue to be the minimum sales price, and
conditions of sale, set by your Board pursuant to the recommended action, and the Property
advertised for sale on a specific date. A site tour for interested

@LincolnSeward Magsig wanted to be sure the new building at Barton and Huntington is not included and no confusion. Brandau: I have heard there is interest in this property as it is commercial. Robert Bath: A public agency is given first shot at the
property and then 60 days to negotiate. Staff can’t negotiated the cost but would have to come back here. Approved 5-0.
8.Amendment to Master Schedule of Fees - Probation Department In FY 2020-21, it is estimated the Probation Department will receive approximately $565,000 in revenue from
the fees impacted by AB 1869. The law requires the State to provide backfill funding to Counties for the loss
of this revenue for the next five years. However, at this time, the State has not provided details on the amount of backfill revenue it will provide Probation, or if this backfill revenue will be sufficient to cover the loss of the revenue. Currently the Probation Department re-
-ceives fees from individuals who are on Adult Supervision, participate
in the Adult Offender Work Program or Work Furlough Program, and for the preparation of Presentence
Investigation Reports. Effective July 1, 2021, AB 1869 repealed the County’s authority to collect these

5. Award Contract 20-23-J to the bidder with the fourth lowest bid, Eslick Construction, 12133
East Shaw Avenue, Clovis, CA 93619, in the total amount of $3,000,0000.
Approval of the recommended actions would award 12-month Job
Job Order Contracts (JOC contracts) to the
identified contractors to be administered by the Department of Public Works and Planning. JOC contracts
allow construction services for small to medium-sized road repair and maintenance projects to be provided
on an on-call basis.
