2 7. ***Resolution to Establish 2021 Redistricting Commission Redistricting is the process by which Supervisorial District boundaries are drawn every ten years to ensure each district has an equal number of residents. In adopting new Supervisorial Districts, the Board must comply
with the requirements of the United States and California Constitutions, the federal Voting Rights Act, and the California Elections Code. On April 13, 2021, your Board directed staff to return with a resolution to establish an Advisory Redistricting Commission. The composition
of the Commission and recommended selection of the Commission members is as follows:The Commission shall be comprised of a total of eleven registered voters of Fresno County. Two qualified members will be selected and recommended for appointment by each of the Board Members from
an applicant pool representing their respective Supervisorial District (ten members)and Of the remaining qualified applicants, one member will be recommended for appointment by the County Administrative Office (CAO).
29. Make determination that the use of county-owned space at 4460 E. Huntington Ave., Fresno
CA 93702 (approximately 2,000 square feet of office space and approximately 1,000 square
feet of common area) by Fresno Community Hospital and Medical Center to provide asthma
and
Diabetes education will serve public purposes, and will be in the best interest of the
County and the general public; and,
2. Approve and authorize the Chairman to execute a retroactive Lease Agreement with Fresno
Community Hospital and Medical Center.

Meeting starts at 10 am with Supervisor Quintero who is here by phone. @LincolnSeward Supervisor Magisg leading Invocation. Thanks God for life and to keep things in context for Fresno this meeting; pray for rain for county.
Consent Items 37 and 41 deleted by Staff. #40 pulled by Pacheco. Quintero pulls item 21. league of Women Voters asks to have redistricting item #27 pulled. Remainder approved 5-0.
#27 Redistricting Item: League of Women Voters: glad number was expanded to 11 but Needs members need to represent County’s Demographics. Expand requirement for these commission members. Kern Supervisors did similar but had to change and cost $3 million. Need to hold off today &
expand the qualifications. Magisg: it is in conformance of the law what we did? Counsel Cedarborg: yes it is. Supervisors can be sure they get a cross section when selecting. Magisg: want to make sure those in areas besides urban area is represented too. Moves to approve this.
Brandau: I spoke with many groups on this and most wanted an advisory commission. Expansion to 11 is a good step. Quintero:I updated many organizations on process and welcomed them to come to these meetings as well as apply. Approved 5-0
21.* Proclaim April 26 - 30, 2021 as "Save Today!" Week: County HR campaign. Goal is to encourage employees to take positive actions to save for retirement. Magisg: 56% employees are participating which is probably higher than other Counties. Asks that fees could be reduced.

Request by the City of Fresno to Obtain Right-of-Way in the Unincorporated Area of Fresno County
Approve request by the City of Fresno to acquire right-of-way, excluding eminent domain condemnation actions, from parcels adjacent
to existing County right-of-way in an identified unincorporated area of the County as needed in conjunction with the City’s development of subdivision improvements along W. Ashlan Avenue, east of N. Hayes Avenue. Staff White: convoluted but will be passed back to City of Fresno
as these roads will be completely rebuilt by developers. Pacheco encourages Board to approve and done 5-0
3.Presentation of Retirement Plaque to Donovan J. Gleason - Sheriff's Department - 27 Years of
Service
Sheriff Mims says Officer Gleason was active in getting proper training and equipment for fellow officers with only $300,000 budget. Well done Officer Gleason! He thanks her
putting her faith in him. Best 27 years of his life working for the County. He poached his brother from Santa Barbara to be a deputy in Fresno. Magisg: support by public of law enforcement ebbs and flows and we are going thru difficult times there.

Recognize David Pomaville, Director of Public Health, and express appreciation for his 17 years of
service with the County of Fresno and his contributions/dedication to the residents of Fresno
CAO:pleasure working with him during some difficult times. Animal Control item,
Jail medical; reduction of healthcare alignment; tree mortality; animal carcass not being able to go to rendering plants; Pomaville was a steady Eddie. He built pandemic roadmaps. Shared it with City of Fresno after they spent 40 minutes going on and on. Thanks him and best in
going forward. @LincolnSeward There is a lot of Activity here and not the mausoleum like someone told him when Magisg was running for Supervisors. High hazard trees were removed and making sure roads were clear. Pomaville was in meetings with lots of level of government with the
Creek Fire issue. His department did a quality job on Creek Fire. It will be hard to replace Pomaville. Mendes: Pomaville had the most patient of anyone he had been around and has his staff prepared. Pacheco:we went from Animal Control to Animal Shelter. Always calm, steady and
patient. I didn’t always agree with what Pomaville but he was always calm.A Radio show person won’t be able to say Pomaville’s name now and it will be Dr. Vera instead. Quintero: first met with Pomaville at George’s Restaurant and Pomaville had his tablet in case any questions.
Pomaville is like a duck on a lake. Calm above the water but beneath it is paddling like Hell. Brandau: Pomaville can separate fact from fiction for residents. Not all will believe but those that did were happy.Pomaville and his team will help County in future when similar items
come up in future. Pomaville: always heard and listened to Supervisors and led from there. Important people are connected to their local government. I am leaving the County in great hands forbears to come with the staff present. Case rates are going down so a good time to retire.
Creek Fire key was removing the debris quickly. Public Health Lab is now constructed that will serve County for decades. Animal Control: residents were upset and finally relaxed they were correct and ended up hiring them.Virtual world makes it hard to make the long term relation-
ships that are needed when emergencies occur. I am not sure what role I will be doing in the future.
4. First Hearing of Proposed Amendment to the Fresno County Ordinance Code
County Ordinance Code - Mobile Home Park Rent Review and Stabilization
Ordinance to Title 6 of
the Fresno County Ordinance Code, which will make mobile home park rent increases that are higher than
the caps spelled out in the ordinance subject to review by a County hearing officer. This ordinance is for
mobile home parks in unincorporated areas of Fresno County with 25 or more mobile home spaces. The estimate for a
hearing officer is $5,000 annually

Continued to another date so we can continue to negotiate with tenants who think this doesn’t go far enough and owners who think it is too strong. Public:Garabedian Jr. Own a mobile home park.Need for rent control as current homes can’t be easily moved anymore. We are essentially
mom and pop but we get lots of emails asking us to sell to large corporations.We want to be able to raise rent when necessary while keeping the mobile home parks that need to have their feet held to fire.

Kus: certified at Federal and State levels. State has list of all tests done on specific machine for public to see. Dominion machines are off line and unable to connect until election. Sealed , locked down and only on our possession. Tamper proof. Ballots collected, numbers count
-Ed everyday. Audit review is required where we use 1% audited. We compare voter ballot with machine then. 10,000 ballots checked and machines were 100% correct. Perfect. I will make this part of my public meetings as well as online. If we went door to door it would be $2-3 M
on top of $500,000 just to get staff trained.By the time finished it would be almost time to start again as voters move that much. Brandau: public has lost some faith some unjustified. $60,000 for private audit Maybe we can use American Recovery dollars for voter
direct contact ( and the $2-3 million cost). We need to clean up the rolls for those get double ballots. Public: (video froze) Network Error shown Back on: new public person says Kus has been named in a lawsuit. Outside audit. Cedarborg: group who wants to do audit EIP doesn’t
have qualifications although they have some good ideas too. Mainly at State level and not at County level. Magisg: voter rolls can be looked and tested by some entities.Kus: any voter can ask for recount. Every ballot is kept for a certain time. Maintenance Roll can be looked at
People can look at their signatures. Many have their signature from 18 years of age. In fact Kus had his signature flagged two years ago. Paper registration form is best way to get a good signature. Brought some for everyone here today. Hands some out to Supervisors
6.0 Amendment to Master Schedule of Fees - Section 600:The County Counsel’s Office has completed a review of the hourly rate charged to third-party funded
departments and public agencies for legal services. As a result, it has been determined that there should be
an increase
the current hourly rate of $141 to a new hourly rate of $150. The adjustment requested
reflects current costs for salaries, benefits, services, supplies and overhead as noted on Exhibit A of the
Ordinance. The County Counsel hourly rate for attorneys was last updated in 2020.
7.0 ****Kirk Haynes, Chief Probation Officer
SUBJECT: Juvenile Justice Realignment Block Grant Plan There is no Net County Cost associated with the recommended action. The Fresno County Juvenile
Realignment Plan will allow the county to receive funding in accordance with SB 823.
SB 823 appropriates
moneys from the State General Fund for the Juvenile Justice Realignment Block Grant program to provide
funding to counties for the custody, care and supervision of youth who are realigned from DJJ to counties. It
is anticipated that Fresno County will receive
the following funding: $1,548,816 for Fiscal Year 2021-22,
$4,587,984 for Fiscal Year 2022-23, and $7,600,904 for Fiscal Year 2023-2024.
Haynes : lists various subcommittee composition made up of government and CBOs and faith based. 30 youth at anytime in DJJ. Average 17 years old. 59% Hispanic. 30% black. 6% white. 6% Native American. 20% were in Foster system at some times: 35% mental Heath needs. 20% have an
individualized education program. We try to be culturally appropriate. Subcommittees continue to inform process and monitor results. Just a few sex offender youth at DJJ. Brandau: any concerns going forward? Haynes: great partnerships. Facility was built to only house a youth for
one year. State is not providing enough even with this being shifted to counties. Racial Inequities in Law Enforcement in general is an issue. Over presentation of minority youth in Juvenile system. Not enough time or funding for this and Fresno uses DJJ more than Bay Area.
Brandau: Supervisors would like to sign a letter if Haynes would draft one. Magisg: voters passed initiative to have State not hit Counties with unfair costs and this does in my feeling. Crime needs a penalty of some type. 85% of these youth commit crime again. Let’s file a law-
suit against State right now. Especially hard for those who are the victims. It is going to take divine intervention that will save these youth. Something hardened their hearts. Haynes: clarifying that the 85% is those that are high end. Community Partners have a good heart.
Youth may go to schools that don’t meet their needs but they still get moved along. Families are broken down and not built up. State doesn’t always look at big picture and not enough resources. Public: @LovesMercy Brandi: advocates have some concerns from CBO’s. Please do more
public outreach. Realign care for youth and treat them more as children and not as criminal. DJJ can’t Berkley models while also holding the keys to the cells. Next: I didn’t see any Asians on demographics.
8.0 ***Amendment of the Fresno County Ordinance Code to Modify the Chapter on Speed

declaring drought emergency possibly due to metro water in so cal are not in crisis. Also Governor Jerry Brown installed crazy left wing water zealots. Also some who have water rights from 1940’s doesn’t want to share the wealth of drought emergency is declared. Brandau: we could
work with other counties as well as @SenatorBorgeas office on this. CAO names Greg Reinke to CAP office. Public: western solid waste would like to be added to rest of solid waste haulers. Going to Close Session now.
