B4 now, Tories always won C&A with 10k+ majority

Big Q is whether this beginning of trend (hint of this in local elex) of southern Tory voters feeling forgotten by Johnson’s focus on ‘red wall’

🔸Third highest Con to LD swing (25.1%) following Christchurch (35.4% in 1993) & Newbury (28.4% again in 1993)

🔸 Second highest increase in Lib Dem vote share (up 30.4%) after Christchurch in 1993 (up 38.6%)
Amersham & Chesham cont.

• For LABOUR smallest share of vote (1.6%) in any by-election since war

• 5th largest swing Lab to Lib Dem (20.9%)

• First time since 1992-1997 parliament (Christchurch & Newbury) that the first two by-elections have resulted in seats changing hands
Huge local factors at play in Amersham & Chesham. HS2 & planning are big issues

But to lose this forever safe Tory seat, always with a 10k+ majority, is a shock.

Qs about whether this sign of younger, urban liberal bleed from cities into Home Counties/disgruntled ‘blue wall’
Also important to add that turnout in Amersham & Chesham down 24.6% on general election. So lots of GE Tory voters didn’t bother to turn out - perhaps couldn’t be bothered/thought it rock solid/fed up with party.

Lib Dem machine clearly organised the opposition.

- 55,130 rapes recorded but 2,102 prosecutions, 1,439 convictions in Eng & Wales 2019/20 (41,616 rapes - ⅓ less - 5,190 prosecutions, 2,991 convictions 2016/17).

CPS prosecuted & convicted fewer people in 2019/20 than in any other year where data exists 2/
HM Crown Prosecution service warned (Dec '19) gov cuts could be driving down rape prosecutions after leaving criminal justice system “close to breaking point”. HMCPSI said stretched police forces were taking mths to investigate allegations & referring fewer for potential charges

So much drama in No 10 this week, all happening as Brexit reaches endgame. Frost was deeply unhappy over Cain’s resignation but did not resign (after I’m told the PM called him Weds night). But talks stalled last week, pushing back deadline EU/EU Parl had set for deal (Nov 16) 1/
What next for Brexit?
EU source says talks ‘went badly’ last wk & ‘no progress’ Brussels view is UK going to try to run down clock & try to square circle on final issues at eleventh hour to see what they can get. Deadline reset to Nov 19 but told cld slip further to Nov 23 2/
State of talks
1/ UK want EU to go further on LPF. EU cld concede more on Fin Servs. Work being done still on state aid
2/ Fishing. Talks ongoing on what rights EU boats have to UK waters/quotas. Working up 5-7 yr framework. 1st 3 yrs more quota to UK/better access to EU waters

Why is the Cain resignation so fascinating? Because it speaks to wider question of the changing of guard within No 10. Has PM now come to end of road with his Vote Leave team? 1/
A senior govt figure told me tonight on the Q of whether Cummings might decide too to go with his close ally Cain: “We can live without Dom” > this is the view of course of many many of Johnson’s MPs and senior ministers 2/
I’m also told by a senior govt figure that the PM wanted to change the mood within a No 10 and govt growing evermore in opposition to his party. Allegra Stratton appointment as press secretary (made by PM directly) spoke to that - and was not welcomed by Cain 3/
