This says the region in green had 3 million residents in 2015, maybe that's 11% of the state population, presumably a smaller % of the state electorate. 
Yeah it is, that's kind of the point. If you think the problem Democrats have is literally the border region, then that would point to different strategies than if the border region is just correlated with their actual problem.
