AUSA: This may be a bailable case at some point, but not now. The relationship between the foreign government and our government was at the highest level, on both sides. Grimes is a flight risk; a government would benefit from his flight.
AUSA: After an FBI interview in 2018 in Los Angeles, the co-defendant fled the US and has not returned.
Judge: So he's offered a bond but you deem it insufficient?
AUSA: Both quantitatively and qualitatively.

Judge G. Michael Harvey, who seems to believe the videos have been made available to the public (they have not) is about to rule, based on the video. "I do not believe he is a risk of flight, but the government has shown he is a danger to the community."
Judge Harvey: The government points to his texts he sent, saying he was considering leaving the country because the government was "crushing" everyone. Mr. Morss was arrested 6 months later, in his home, in Pennsylvania. But in terms of danger, it's complicated
