SALIENT POINTS OF THE JULY 25, 2021 PRRD TALK TO THE PEOPLE: A THREAD 🇵🇭🇵🇭🇵🇭
✅The address begins with Dr. Edsel Salvana reporting to PRRD about the data and findings regarding Delta variant.
✅Salvana: Delta is more transmissible; we should continue to vaccinate as many people as possible.
✅Dr. Ana Ong-Lim of DOH: There is a need for stricter border control, LGU monitoring of arrivals, and implementing localized lockdowns
✅Ong-Lim: We need to prepare health capacity no matter the quarantine status.
✅Ong-Lim: Disease surveillance is enhanced by genome sequencing
✅SOF Dominguez: We expect a total of 171-M doses, which is more than enough to vaccinate PH population.
✅Dominguez: If there's need for booster shots, tell us so we can properly allocate it in the budget.
✅PRRD asks Dominguez if there's underspending as claimed by Sen. Lacson
✅Dominguez: We have already spent over P660-B in Bayanihan. Underspending only accounts 1% of that.
✅PRRD: One thing wrong with Congress is they're not listening when you [Dominguez] are talking.
✅PRRD: The criticism is always with the Executive.
✅STI Lopez: We appreciate the balancing acts of IATF; most of the restrictions are on non-essential services.
✅OCD Administrator Jalad reported government response efforts in light of Typhoon Fabian and the recent earthquake in Batangas.
✅PRRD asks Galvez about vaccine allocations in select areas.
✅PRRD: Hindi tayo nagkulang sa bakuna. The problem is for LGU to come up with a more sane practice of vaccination.
✅PRRD: Media is talking about leptospirosis. People are exposed in the open as they wait for shots.
✅PRRD asks DILG Sec. Ano to enjoin LGUs in improving vaccine rollout.
✅PRRD on LGU vaccine rollout: It's bullshit actually. If you can't do it in a place where there is a roof, hindi sila mabasa...it's a question of common sense. Look for a place where people are protected.
✅PRRD: I would question the mayor and the barangay captain because it would be the barangay captain who would act as the marshal.
✅PRRD: One thing going in our favor, other countries are having riots about the vaccines. Our citizens are really law-abiding citizens.
✅PRRD tasks SILG to find a solution to vaccine rollout problems
✅PRRD: Utang na loob ko sa inyo na tinutulungan ninyo kami, lalo na ang mga experts, the doctors, and our scientists.
✅PRRD: I know that it can be tiring, not boring, but I said there are some other entities of government who should be made aware of, so that they can make preparations if things get really worse.
✅PRRD: You can propose, but it is God who disposes.
✅PRRD: Let us pray that the political weather and the weather of climate change will be kind to us.

Oh what's that @iampinglacson? You want to be President but can't stomach getting debt? Well, listen up, you're not fit to be top dog if you're not willing to take out loans. PRRD spent the most on infrastructure and social welfare, then there's all the COVID expenses. (1)
Unless you're planning to cut down our much needed infra program which is already 30 yrs behind, and unless you're planning to cut down social welfare spending, our debt will still balloon, even with you as President. Your admin is now challenged to spend more than PRRD did. (2)
Each admin seeks to build an economy bigger than the one they inherited. As our economy grows, our capacity to take out loans also grows because of increased tax revenue. This means that the investments needed to continually keep our economy growing INCREASES every year. (3)

SPMC GETTING THE LION'S SHARE OF IRM FOR COVID? A thread 🇵🇭👊
The largest public hospital in the Philippines has been under the spotlight for receiving the largest Philhealth reimbursement for COVID-19 response. But why exactly is that the case? Let's see:
-WHAT ARE IRMs AND HOW ARE THEY COMPUTED?-
✅The IRM program allows Philhealth (PHIC) to send hospitals advanced cash aid to respond to unexpected events
✅Per PHIC Circular 2020-007: IRM computation is Ave. Reimbursement/Day from last year x No. of Days Covered
✅On 2018+2019, SPMC contributed on ave. PHP1.2-B/year income to PHIC, translated to PHP113-M/month, or PHP3.76-M/day.
✅Should PHIC cover 90 days, SPMC would get PHP339-M in IRMs -- close to the actual IRM of PHP326-M
✅Higher reimbursement to PHIC = Higher IRM
