THREAD: The Constitution of Pakistan envisages a three tiered federation; this was asserted by the Supreme Court of Pakistan in its judgement in the local government restoration case. 1/5
The discussions on centralizing tendencies of political governments tend to ignore our lopsided administrative structure. We can’t have a healthy federation without administrative autonomy in every tier of government. 2/5
Currently, the federal service dominates all three tiers of government and their power and influence increases in lower tiers (provincial and municipal). 3/5
This anomolistic administrative arrangement has created a powerful collusion between provincial government and federal service to control the local tier. As a result; Pakistan’s cities, towns and villages are literally collapsing. 4/5
I hope all our political parties sit together and develop a national consensus over strengthening the third tier of federation. Pakistan needs a “Meesaq e Baldiyat”! 5/5
