Given the current goings-on in #Ottawa I'm reminded of a book the late Gilles Paquet and I did in 2012 surveying the plans and aspirations for Canada's capital over its lifetime.

The federal government's challenge in Ottawa is that apart from federally owned NCC lands and buildings, it is reliant entirely on municipal and provincial law enforcement. Ottawa is a mere municipality in the Province of Ontario and the Feds are one of many who reside here.

#RajyaSabha starts with Chairperson making a statement condemning y'day incident of some MPs climbing on table.
While making the statement, the Chairperson also got emotional and cried.

However, protests resume and he quickly adjourned the House till 12pm!

What ethnonatioanlists consider #federalist is actually politics based on #ethnicity - (which goes beyond ethnic federalism) - much like Arend Lijphart's prototypical #consociational system - so soemthing like #Belgium and #BosniaHerzegovina, but for 80+ ethnic groups – 3

When one participates in any Eco / Political discussions in multi-Religious / Sectarian regions like the Levant #Lebanon #Syria , one question always emerges:

Can the people of this region Co-exist?

Can they accept / embrace the other side?

By all accounts, answer seems No
2-War in #Syria has rendered the days of heavy top-down Centralized State obsolete. Efforts must now be exclusively directed at formulating a new post war system that takes away power from the center & hands it to the periphery as this is the de facto state of affairs anyway
3-While #Lebanon already had its own civil war, it is not difficult to notice the return of the old sectarian cleavages that never went away. As the pie gets smaller with the current crisis, divisions have intensified & spirit of co-existence is tested in daily commentary

LAYING THE FOUNDATION OF NIGERIAN FEDERALISM

Nigeria’s federalism was consolidated in the Lyttleton Constitution of 1954. The constitution recognized Western, Northern and Eastern regions as the federating units. The powers of the central and regional governments were Image
defined in the exclusive, concurrent and residual lists.
Following the Lancaster House London constitutional conferences of 1957 and 1958 and the Willink’s Commission of Enquiry, the constitution was amended to be the Independence Constitution of 1960.
It was after the 1957 constitutional conference that the Western and Eastern Regions attained self government on August 8, 1957.
In the 1958 London constitutional conference, it was agreed that Nigeria should become independent on 1 October 1960 and that plebiscites be held

Have urged the PM @narendramodi ji to direct the Power Minister to withdraw the proposed #Electricity (amendment) Bill, 2020. It is a cause of public concern as it impinges on rights of states & is against the basic principles of #federalism as enshrined in the #constitution. 1/3 ImageImage
The #ElectricityBill2020 prohibits states from giving subsidies & cross subsidies. In case it gets passed, many ongoing welfare schemes will be affected, which will create social unrest. As per its clauses, States will have to deposit money to buy power in advance. 2/3
The Bill is not feasible as state govts will no longer have the power to appoint chairman & members of the regulatory commissions. It will also give power distribution & transmission firms the right to appoint franchisees without permission from states. 3/3
