Often u must have heard an argument abt Modi Govt spending Rs 24,000 crs on minority scholarships to further the narrative that BJP and RSS are engaged in some sort of minority appeasement, being spread by the gang that hails Owaisi ally as most dharmic leader> Thread follows!

The genesis of this claim by the particular gang is this Dec 19 @SwarajyaMag report filed by @haryannvi swarajyamag.com/ideas/seculari… - what this gang never tells you is that the amt of Rs 24K crores was spent during 6 years on 26 schemes run by Minority affairs ministry

Here is spreadsheet from @SwarajyaMag report to set the matters straight. Rs 24,000 crores over 6 years makes is Rs 4000 cr per year on an average....big deal well...for this gang hell-bent on furthering their narrative it must be so..but reality is lot different- lets examnine

Before I go any further, let me set the record straight on few facts as numbered below-
1. “Minorities Commission”, aimed to safeguard & protect interests of minorities, was set up by the Govt in Jan78.. But who converted this into statutory body vide law passed on 17th May 1992?

Need i tell you who was the Prime Minister then? His name was Pamulaparti Venkata Narasimha Rao- hero of many a hardcore Hindus including the gang leader who swears by Hindu leanings of Rao just like Owaisi ally KCR.

As if setting up National Commission for Minorities was not enough, this soft hindu icon of gullible hindus (interestingly the same block who see Maulana Modi in PM @narendramodi ), minorities were defined u/s 2(C) of this Act, vide notification dated 23 Oct 1993! Whose crime?

2. Lets analyse constitutional background & framework for minority welfare-something not of PM @narendramodi 's creation but inherited by him.What options does he have- throw India into civil war or convert it into a pariah state or use it judiciously? He chose latter-more later

Constituent Assembly had setup an Advisory Committee Sardar Patel's leadership on the subject of Fundamental Rights including rights of minorities. THis advisory committee later appointed 5 sub-committee including on fundamental rights, headed by HC Mukherjee.

HCM headed sub committee made several recommendations including one abt separate electorates for minorities; rightly rejected by the assembly. However, 10 years religious reservation recommendation was included in the draft by advisory committee & was part of draft constitution

Partition followed and give the large scale post partition violence, it was felt that religious reservation wont be advisable and a new set of recommendations wrt minorities were put forward - later revised by assembly that became ASrticle 29 & Article 30 of the constitution

Thus what is used by this particular gang to abuse & accuse PM @narendramodi as Maulana Modi was actually a practice invented by Constitutional Assembly as a trade-off against religious reservation. Gang is blaming Modi knowing all these facts for reasons that r personal & known!

Coming back to the constitutional rights of minorities- divided under common domain’ & ‘separate domain’. The rights under ‘common domain’ category are applicable to all citizens while ‘Separate
domain’ contains rights applicable to the minorities only to protect their identity

3 rights available to minorities - defined for the first time by PV Narsimha Rao are as hereunder-
a) right to preserve language & culture
b) administer & manage their institutions
c) run own edu institutions to provide religious education

Modi's fault is that he was not in CA

I am not going into further details like Parts dealing with Fundamental Rights (Part 3) and Directive Principles (part 4) or even Article 37 that makes it mandatory for state to make laws to implement these principles or Article 51A listing citizen's duty etc wrt minorities

Congress's next round of minority appeasement framework furthering the legacy & constitutional shield provided by Rao began in Oct 2004-after Hindus chose to sat home instead of heading to voting booths resulting in the installation of Mauni Baba as PM with levers resting with SG

Congress government first appointed Ranganath Mishra Commission and its report was tabled in May 2007 making host of recommendations including one to provide reservations in jobs to minorities - Salman Khurshid was the one who tabled that report.

Setting of Mishra commission was followed by formation of 2005 Sachar Committee by PM as his high level committee to study social, economic and educational status of Muslims in India- see how narrative shifted from minorities to Muslims - report came in 2006 end

A Separate ministry for Minority Affairs was carved out of Ministry of Social Justice & Empowerment on 29-1-2006 to ensure a more focused approach towards issues relating to the PVNR notified minority communities.

Based on Sachar committee recommendations, then Congress govt launched several minority specific schemes, expended the budget allocations for 11th (2007-12) and later 12th FYP (2012-17)- PM @narendramodi discontinued Plan Commission-significance which folks don't understand

Based on a 1987 study when 1a list of 41 minority concentration districts was prepared for the first time, Multi-sectoral Development Programme (MsDP-now known as Pradhan Mantri Jan Vikas Karyakram) was launched in FY 08-09 to act on the Sachar Committee recommendations.

Congress govt didnt stop at that and it also launched Prime Minister’s 15 Point Programme in June 06. The program provided that, wherever possible, 15 % of schemes outlays should be earmarked for the minorities. Schemes inc ICDS, SSA Bank credit under priority sector lending etc

It makes me sick to write more as after this they launched Minority Women scheme, started National Minorities Development and Finance Corporation and kept on adding layers after layers to minority appeasement framework

If you have come this far reading thread on minority schemes, then pray & tell me what can PM @narendramodi do to dismantle this steel frame that Cong has created starting from 1992! Time alone will help this go away. Abusing him wont help, consolidating his hold on power will!
