1. Pleased to announce publication of @jepp_journal special issue edited by @SophieLMeunier, @Erik_Jones_SAIS, & I on "Failing forward? Crises & patterns of European integration?" Here's a 🧵about it... tandfonline.com/doi/full/10.10…
2. In a 2016 special issue of @cps_journal edited by @mcopelov @stefwalter__ & @jafrieden on the political economy of the euro crisis, we published an article titled "Failing Forward? The Euro Crisis and the Incomplete Nature of European Integration" journals.sagepub.com/doi/abs/10.117…
3. Here's the abstract of the paper, in which we combined insights from intergovernmentalism & neofunctionalism to explain why in some circumstances European integration proceeded through a pattern of crisis & incomplete institutional reform, which we called "failing forward"
4. Intro to new special issue diagrams argument: "lowest common denominator intergov't bargains led to creation of incomplete institutions, which in turn sowed the seeds of future crises, which then propelled deeper integration through reformed but still incomplete institutions"
5. The original article attracted quite a bit of attention, and some excellent scholars published studies assessing the extent to which "failing forward" occurred in various policy areas. See e.g. Lavenex 2018 onlinelibrary.wiley.com/doi/full/10.11… and Scipioni 2018 tandfonline.com/doi/full/10.10…
6. This inspired us to do a special issue. We were very lucky that @SophieLMeunier & EU Program @Princeton could host a workshop for us to bring together authors presenting papers on whether or not / under what conditions "failing forward" applied in various policy areas
7. Here we explain the aims of the special issue:
8. Failing forward seeks to reconcile the apparent tension between liberal intergovernmentalism & neofunctionalism, suggesting these theories of integration operate in tandem, unfolding in different moments and at different paces.
9. We emphasize that we don't think 'failing forward' is the only way that European integration advances, or that all crises lead to deepening. That is why we focus on setting out scope conditions to identify where failing forward is likely to be applicable and where it is not.
10. We are lucky to have wonderful contributors to the special issue on a range of topics, ie @CFreudlsperger who argues that recurring failure & progressive integration have been equally constitutive elements in the Common Commercial Policy’s development. tandfonline.com/doi/full/10.10…
11. Dierz & Ilzkovitz who argue that an adapted ‘failing forward’ framework can contribute to explaining developments in EU competition policy. tandfonline.com/doi/full/10.10…
12. Howarth & Quaglia who "apply the ‘failing forward’ approach to analyse the negotiations on and design of reforms to Eurozone economic governance to tackle the Covid-19-related crisis of Economic and Monetary Union" tandfonline.com/doi/full/10.10…
13. @shawnwdonnelly who argues that a modified "failing outward" dynamic, in which a powerful country steers EU law and policy from outside the EU, has a decisive influence on reform of EMU tandfonline.com/doi/full/10.10…
14. Martin Rhodes who critiques our framework and argues that it doesn't help explain the EU's response to Covid tandfonline.com/doi/full/10.10…
15. Lisa Conant who finds elements of failing forward and 'failing backward' at work in the domain of citizenship rights - including in the context of Brexit tandfonline.com/doi/full/10.10…
16. @cassie_emmons & @Tom_Pavone who find that strategic deployment of 'rhetorics of inaction' explains why the EU 'failed to fail forward' in the context of the rule of law crisis. tandfonline.com/doi/full/10.10…
17. Maryna Rabinovych who argues that the "‘failing forward’ framework explains how the liberal intergovernmentalist and neo-functionalist developments shape policy dynamics in the European Neighborhood Policy." tandfonline.com/doi/full/10.10…
18. @bergmann_jph & Patrick Müller whose analysis of Common Security & Defense Policy illustrates cyclical nature of integration in CSDP, while pointing also to importance of policy feedbacks & experiential learning in crisis management tandfonline.com/doi/full/10.10…
19. Also, part of our project (but published in a separate @jepp_journal issue), @anghel_veronica & @Erik_Jones_SAIS find failing forward dynamics at work in the enlargement process. tandfonline.com/doi/full/10.10…
20. Big thanks to @ProfKMcNamara, @ThatSaraGoodman & Frank Schimmelfennig who provided comments on papers at our workshop, to the @jepp_journal editors, and to all the anonymous referees who reviewed papers for us
21. We're glad to see scholars such as @scottlgreer link.springer.com/chapter/10.100… and @DGDimitrakop tandfonline.com/eprint/IETWNWA… applying our framework, and we hope others may find it useful too. END

Poland’s sham “constitutional tribunal” - which is an illegal composed body full of “fake judges” rather than a court- is about to declare that it can ignore ECJ & that Polish regime can continue destroying judicial independence. Quick 🧵 reuters.com/world/europe/p…
First it is important to recognize that the European Court of Human Rights (ECHR) has already ruled that Poland’s so-called constitutional court is not a “tribunal established by law”. So no one should heed its so-called “rulings” notesfrompoland.com/2021/05/07/pol…
Second, the PiS regime’s fake court will of course cite the @BVerfG’s rulings on constitutional identity to justify its defiance of EU law. This was 100% predictable & some of us (like @ProfPech & I) have been predicting it for years reconnect-europe.eu/wp-content/upl…

1. Very proud to have coauthored this report on the legal case for activating the rule of law conditionality Regulation against Hungary with Kim Scheppele and @JMorijn, at the request of @daniel_freund & @GreensEFA. Quick 🧵below & here is the report 👉 danielfreund.eu/wp-content/upl…
2. Essentially, we did the @EU_Commission's work for it. We drafted a model "notification" under Article 6(1) of the Rule of Law Conditionality regulation, which is the first step the Commission must take to trigger the regulation with respect to a member state
3. The @EU_Commission is supposed to send such a notification to a member state when it determines that breaches of rule of law principles affect or seriously risk affecting the management of the EU budget or the financial interests of the Union

A momentous day as Orbán leaves the @EPPGroup that has defended & empowered him for a decade as he built the EU’s first autocracy. Having written articles & given interviews on the topic for years, I’m feeling a bit like this 👇 today. 🧵to follow shortly on the whole saga. 1/n
2. First of all we must appreciate what a huge step this is. @EPP / @EPPGroup political protection was crucial in enabling Orban to build an autocracy within the EU. His departure won't instantly free the EU from its autocracy trap, but it is a huge step and cause to celebrate!
3. Europarties providing political protection to pet autocrats is a key pillar of the "EU's Authoritarian Equilibrium." @EPP isn't the only Europarty to have a pet autocrat/aspiring autocrat, but it has been the worst offender. See my article & 🧵here 👇
