By a 4-2 vote, the FEC determined that the DNC and ex-contractor Alexandra Chalupa did not violate campaign finance laws by seeking help from the Ukrainian government.
Republicans say that their ruling shows they are consistent on the issue of in-kind contributions from foreigners. They said that Chalupa did not solicit a contribution by asking the Ukrainian embassy to plant a question about Paul Manafort at a press conference for Poroshenko.
Republicans also accuse Democratic FEC chair Ellen Weintraub of chicanery in handling the case file. Weintraub voted to exonerate Chalupa, but voted against closing the case file so that it could be made public.
