23. State Agreement for Voter’s Choice Act Implementation Grant Funding $80,472
24. Agreement and Annual Certification Report with Federal Government for the
Sheriff’s Office to participate in the Federal Equitable Sharing Program. There is no increase in Net County Cost associated with the recommended actions. The recommended
agreement allows the Sheriff’s
Office to participate in Federal asset forfeiture cases, and the certification is
an accounting of federal monies received and expended during FY 2020-21. The beginning FY 2020-21
balance for Federal asset forfeiture totals $1,880,107.84. The Sheriff’s Office participated in
multiple
narcotic investigations which resulted in the receipt of $13,723.67 in asset forfeiture funds from the U.S.
Department of Justice, and $69,110.71 in asset forfeiture funds from the U.S. Department of Treasury
during FY 2020-21. As of June 30, 2021, $33,766.84 in interest
was earned, for a total of $116,601.22
received in FY 2020-21 in the Federal Asset Forfeiture Special Revenue Fund(s). Federal asset forfeiture
funds totaling $700,344.45 were expended in FY 2020-21, bringing the current balance to $1,296,364.61.
27. FY 2021-22 Veterans Memorial Museum, Inc. Funding Agreement Approval of the recommended agreement will allow the County of Fresno to continue to honor Fresno
County’s veterans, and help preserve the County of Fresno’s military history through a $20,000 contribution
to the
Veterans Memorial Museum. This item pertains to a location in District 3.

@Coldrain76 49. *Award Contract 21-04-C Fancher Creek Trail. The maximum anticipated
construction cost for the project, based on the low bid and Director’s allowance of $34,424 for change
orders, is $472,914. The project is funded with Measure C rural trail funds.The existing
path, located within an unincorporate County island in the Sunnyside neighborhood of the City of
Fresno, has fallen into disrepair and become overgrown with weeds and trees rendering the path unusable
to the equestrian community. The Department has conducted several public infor-
-mation meetings and has
worked in collaboration with the Sunnyside Property Owners Association and the public to develop the
scope for this project. On December 10, 2013, the Board of Supervisors executed Cooperative Agreement
No. 13-760 with Tree Fresno, High Sierra Volunteer
Crew, and the Sunnyside Property Owners Association
(Association) to maintain and rehabilitate the path.The work to be done consists, in general, of constructing a 10-foot wide equestrian trail of stabilized
decomposed granite over compacted native soil for a distance of approx-
-imately 1.12 miles. The trail
commences on the south side of Kings Canyon Road west of Clovis Avenue and proceeds south to cross
Butler Avenue, ultimately ending west of Clovis Avenue approximately halfway between Butler Avenue to the north and Church Avenue to the south.
The project also includes the construction or installation of a 5-stall
(including one ADA-compliant stall) asphalt concrete parking/trailhead area, a hitching post, removable
bollards, and a crosswalk at Butler Avenue. The project also includes removal of various trees and
stumps,
safety pruning of the entire project right of way, and clearing the right of way for construction.

5. Alcohol and Drug Impaired Driver Vertical Prosecution Program
Grant Application and Agreement. The goal of the ADIVPP is to investigate and vertically prosecute felony alcohol and drug-impaired driving
cases. The ADIVPP grant program will fund two Deputy District Attorneys to
handle cases throughout each
step of the criminal process, and work to increase the capabilities of the program by obtaining and delivering
specialized training. The ADIVPP program attorneys will also share information with peers and law
enforcement personnel throughout the
County and across the State. The ADIVPP program is currently
staffed with one program attorney. Approval of the third recommended action will allow the DA to add an
additional Deputy District Attorney in order to accomplish these objectives as a means to prevent impaired
driving,
and reduce alcohol and drug-involved traffic fatalities and injuries.
If grant funding is eliminated, the Deputy District Attorney positions will be deleted, unless alternative funding.

7.0 The goal of the recommended action is to incentivize
County employees to become fully vaccinated against the COVID-19 virus. American Rescue Plan Act of
2021 (hereafter, “ARPA”) funds will be used to reimburse the County for its contribution
For the purposes of the recommend
ed action, fully vaccinated means that the employee must have received
the full course of a vaccine by the described date; it does not mean that an employee only receives one (1)
dose of a vaccine whose full course of treatment requires two (2) doses. As this is an employer
contribution
to a supplemental retirement account, approval of the recommended action will not increase employees’
pensionable earnings. This item is Countywide.There is no Net County Cost associated with the recommended action. The full cost of the incentive
payment, assuming
that all permanent active employees provide proof of full vaccination on or before
November 16, 2021, is anticipated to be approximately $3,750,000. Costs will be paid for through each
departments’ FY 2021-22 budgets and should be reimbursable via ARPA funding as a qualifying
expense.
The ARPA was signed into law on March 11, 2021 by President Biden and provides $350 billion for state,
local, territorial, and tribal governments to respond to the COVID-19 emergency.Pacheco: I am having a hard time paying someone to get vaccine. why? Staff:Safer work-
place. Pacheco:State mandate is the reason? Staff:Some of employees are under the mandate. This will be easier than having employee pay for testing. Pacheco:$78 a test. This cost will come from same ARPA funding. When people want parks or broadband or water we are going to use
the same money due to the mandates.Staff Hollis:55% of employees are in deferred comp. Fees are on a sliding scale.Pacheco: how many will this incentivize?Hollis: I think we can get to 70%. Pacheco:in the beginning we couldn't get shots out fast enough. Now anyone can get one.

Springs Road interchange for future study of mixed educational/residential uses, and to further
explore the extension of the lifespan of conditional use permits authorized within County
approved specific plan areas;
These are all provided from 4 public requests says staff. @LincolnSeward All four of these are in my district. Item 3 maybe hard to put into General Plan as it is fairly far along. Squaw Valley folks would like some design guidelines. Shaver Lake item:Creek Fire around lake.
Edison Lake is pondering trail designs that we need to be part of now. We need to bring Items 3 and 4 to LAFCO. @BuddySupervisor Squaw Valley has special districts? Staff:Shaver but not Squaw. Magsig: Water is always an issue for large development. We can do designs or small

Mendes:Cantua Creek plan is in bankruptcy. CSDs are larger in Riverdale etc. pacheco: We approved a feasibility study at last meeting. Why does not that are have a blue dot today? We are already past due.
Staff: next year second quarter we will have Draft EIR. Pacheco: we need to allocate a staff person dedicated to this and the industrial park so we can get this done.We need to bring an item soon so we can get this General Plan done.I am tired of getting criticized on that.
I don't think this body has done a good job implementing the General Plan over the past 2 decades.Quintero:When at City Council we had specific community plans.Do we have anything like that for small er communities? Staff: yes that are wrapped into General Plan.
