A characteristic of Vipareeta Raja Yoga is that the more the person is attacked, the more the person will grow in stature, depending on the status of VRY Grahas. Two such grahas in mutual aspect can elevate the person significantly.
If the grahas participating in the VRY (Vipareeta Raja Yoga) are also Neechabhanga especially by a natural benefic, then the field of activity is that of the benefic!
If additional Jupiter is associated with a strong Lord of the house, it can elevate the person no end.

Shri Oak should note that a dust storm cannot obscure an earlier Moonrise, because if that had happened, then the Moon 8-10 hrs later would have NOT been in the Eastern sky but would be in the Western sky! The text specifies Eastern sky late at night!
