The man in yellow scarf is Pankaj Dharvaiyya, chief of Rashtriya Savarana Parishad, who had last year threatened to kill Bhim Army Chief Chandrasekhar Azad in police presence. The video had gone viral. He had then taken out a rally in support of the four Thakur rape accused.
A year later, he is out on bail and threatening to kill again. Two days back Bhim Army Chief Chandrasekhar Azad visited the Dalit family who has been living under CRPF protection since a year. Dharvaiyya didn't approve. So he reached the village but was not allowed.
Later, an FIR was lodged against him and few of his aides for attacking a Bhim Army member. So he decided to take out a rally to the police station where hundreds joined in support. That's where he raised this slogan. "Pehle bhi Raavan maara tha, ab bhi Raavan marenge."
Later, he tweeted saying he won't go to jail over a false FIR but will rather go to jail after finishing every symbol of Dalit politics. And guess what who sent me all this information? He himself. 
In another video, Dhavraiyya said, "Whatever happened to the girl in #Hathras was wrong but Azad can't do Dalit-Savarna politics here. The girl was not the source of income for her family but the four Thakur men were. Think about the family who lost their source of income."
