Decades ago, Soviet Communism knew that they could not directly confront the United States and the West, and win, so they decided on an indirect approach.
They needed to make our national security professionals ineffective.

@consulardude@LuisMorenolg@CDCgov So, they decided to infiltrate communist operatives into the US Government, not as spies to pass information, but in the support functions:
Personnel
Travel
Financial Management
Computers
Inspector General
Security
etc.
to totally constipate the support functions.

@consulardude@LuisMorenolg@CDCgov This would force national security professionals to use more of their precious time - each of us only has 168 hours each week - to engage re internal support functions, and less re confronting our adversaries.
Recruit to develop a similarly unhelpful organizational culture.

@consulardude@LuisMorenolg@CDCgov As you can see, over the decades, they were spectacularly successful, such that nobody knows where, or why, it all began.
That’s why CDC deliberately selected the absolute worst time of the year - and the transfer cycle - to spring this on the national security community.
