Only 5 big cities in Vietnam are classified as centrally-controlled cities:
HCMC
Hanoi
DaNang
HaiPhong
CanTho
All with int'l airports.

Hanoi, HCMC act as largest medical centers for not only them but the whole region.

When Covid hit, their response impacts their neighbours.
During Alpha, Delta wave firstly hit the Northern region,
Hanoi succeeded to minimise cases. Thanks to that, the capital could provide support, backup to all neighbours: Bac Giang, Bac Ninh, Vinh Phuc and others all over the country: Hai Duong, Da Nang, Southern provinces.
HCMC which let Delta rip through their people, has an overwhelmed healthcare system.
They can't save themselves, let alone the dependent neighbours (RED/Pink highlight).
To get them out of trouble, huge help from well-controlled regions, mainly North region (Green+Yellow) needed
Look into vaccine distribution, we find that, HCMC has the highest ratios of both 1st dose and fully vaxxed but the vaccine has been used as control tool.
Meanwhile, Northern region has fewer vaccines distributed to but better control of situation. Vaccine used as prevention tool
Haiphong, 1 of centrally controlled city, has only 2 digit Covid case number and no Covid death. Their neighbours are almost NoCovid too.
They get very few vaccine doses.
Although, they are ramping up vaccination but its purpose is for prevention and help to let them open safely.
Outsiders may not know but the big 5 must know well about their role as stronghold for the whole region, failed to fulfill that would lead them and the region to disaster.
2 Southern centrally-controlled cities and their neighbours accounted for 96% of total Covid deaths in VN.
Mid-May, Chairman of Bac Giang, a neighbouring province of Hanoi, has admitted that the municipal authority has no XP to cope with outbreak caused by Delta rippin through industrial parks.
Even though, he insisted to close industrial parks to save the country and called 4 support
Bac Giang, Bac Ninh, Thai Nguyen.. provinces host factories of Samsung, Foxconn and their vendors are all Hanoi's neighbours.
A safe Hanoi would be a strong warranty to their control and recovery.
They all have saved not only lives but also industries, farms, fruits.. in <6 weeks
Covid deaths in Hanoi megacity is 0.5% of total Covid deaths in VN. Bac Giang, Bac Ninh has only 12-13 deaths each.
In area of HaiPhong, Hai Duong, Quang Ninh which is another very important triangle of development, there is only 1 death.
I don't think this achieved with Vaccine

The purpose of "control" in Europe is totally different from "prevent and control" as in #Vietnam
In Europe, it is about guarantee beds/ICUs for Covid patients in hospitals.
So when Germany or France ordered #lockdown.. that is unavoidable as healthcare system may collapse soon
What's the lockdown like if daily cases = 1000 per 100K or 1:100:
Europe doesn't intend to hospitalise infected people.
Many people would likely share the household with an infected person (tested or not). And they still go out for foods, maybe schools and protests, parties
In such a situation, without a lockdown, the chance of exposures to infected people is much higher.
But it's not much different if lockdown at 1:100
So Germany lockdown at 1:500 or 200 per 100K.
The hospital beds could expand but at 1:100 or 1:500 your HCW was eliminated at home

Why it seems not in some places?
Of course, they all work.
My analogy is with #football, there are rich teams, highly paid players... but the win belongs to the team has the best strategy, take any chance they have and minimised all flaws.
Ask governments: how many daily local cases can you control without a lockdown?
Study their answers or simply follow the news.
Hint: They are very different. So are lockdowns.
Germany at 200 per 100K or 1:500, others when they have been cornered at 1000+
For even Germany: risky
Vietnam lockdown at case number 202. Order mask mandatory at case 50.
It lasts for 3 weeks. No limit who and how many times to go out.
Just not hanging around.
They lockdown Anytime #TTI getting complicated, cases without link to known cases.
