The purpose of "control" in Europe is totally different from "prevent and control" as in #Vietnam
In Europe, it is about guarantee beds/ICUs for Covid patients in hospitals.
So when Germany or France ordered #lockdown.. that is unavoidable as healthcare system may collapse soon

What's the lockdown like if daily cases = 1000 per 100K or 1:100:
Europe doesn't intend to hospitalise infected people.
Many people would likely share the household with an infected person (tested or not). And they still go out for foods, maybe schools and protests, parties

In such a situation, without a lockdown, the chance of exposures to infected people is much higher.
But it's not much different if lockdown at 1:100
So Germany lockdown at 1:500 or 200 per 100K.
The hospital beds could expand but at 1:100 or 1:500 your HCW was eliminated at home

When they get infected at home or work.
HCWs likely spread the virus as long as they could still move back and forth as lockdown means more workload to them.
Belgium said in Nov. hospitals have 25% of HCW downed because sickness:
with symptom: stay at home
Asymptomatic: at work

So lockdown, Test and Trace in Europe can't stop community transmissions.
Some still think that's good for saving some vaccine doses.
#Lockdown, #TTI in Vietnam or New Zealand is like teeth removal. Keep tracking and freeze for a while to remove all the bad teeth.

You've never seen such countries count daily cases as ?? per 100K.
They use absolute numbers: 5-50
Those are also patients number go straight into hospitals.
As #lockdown #TTI in there means: finding every missing patients to bring to hospitals.
NOT to deny or triage.

If you lockdown early when you could use your fingers to count daily cases and not give them more time (to infect more) in their community, likely you could end up the lockdown with #zerocovid
or at least help to be able to #TTI and reduce daily cases to minimal.
