THEN YOU COULD HAVE EASED RESTRICTIONS IN A MANNER THAT WOULD HAVE
1. Been carefully evaluated & communicated
2. Retained the ability should we need to go back the way in masks/mitigations/restrictions or public health interventions to carry the public
