Discussion of Public Comments received prior to today's meeting- I predict: they are thankful. And that they do not actually address anything substantive in the comments.
Neuberg says "Chain of Custody" was the problem wiht the @SALCLeaders map.
On Public Comments: Crickets from the four partisan commissioners. Chair Neuberg says "Thank you." Your feedback still matters. Even after Thursday. It will only be DRAFT. Will then embark on a fresh new tour and every decision will remain on the table.

Dr. @ndc_doug says Dr. Handley's racially polarized voting report is completed and will be posted on the website. Chair Neuberg asks @ndc_doug where the public could find it on the website. He defers to staff. EDBSchmitt says: NEWSROOM
Now- Blah, blah from Neuberg--- something that makes more sense... Share your directions to mapping - so that when we meet on Thursday we will be ready tomato decisions - quickly when we meet.
Her goal:at the end of Thursday there is a template that all commissioners can support
On Leg. Maps:
Lerner: D17 and D 18 - believes suggested changes will create a more compact district. IN LD 17 include Marana and Oro Valley and Casa Adobes, Cat. Foothills, and Saddlebrooke if possible.
Part of my concern was about Tanque Verde -- would be mostly suburban - honors Com. Mehl request and makes it more compact. Also uses natural geo boundary of Santa Cat. mountain. Minimizes splits. Would also be competitive.
D17 might be 50/50; asks that these suggestions be presented on Thursday.
Comments on this?
Neuberg moves it along. We are not debating. Asks Lerner andWatchmen to play out their vision. Presumes Mehl and/or will present different revisions.
Mehl - appreciate Com. Lerner desire to see a different map drawn and we can look at it on Thursday.
2) D18 - Exchanges Casas Adobes and Tanque Verde. Primary, bec. Changes to D17;
3) D20 - move flowing wells into 20 to balance pop.
more on D20 - Flowing Wells in D 16 -- move back to 20;
4) D 19 - compact: add Rincon V and Vale: and area around it from D 17; closer to Cochise Co. - Davis Monthan could move into D21 -- shld balance pop
All changes make the districts more compact
5) LatinoDistricts: 20-21-23 - MM districts- balance interns of pop. no specifics on how... keep eye on HCVAP and performance

6) D17 added Mammoth, San Manuel and Oracle in last round - suggest adding to D7 -- many other communities inCopper Corridor -
a better fit for them for COI - in all these changes I have carefully considered all the constitutional. criteria...

7) Add Coolidge to D 16 -- would include them join Casa Grande, Maricopa and Eloy -would be a better fit

His thought for a third map for consideration
1) Flowing Wells - swap between D16 and D20 give D2 everything W of I-10; D16 gets Tucson Estates;
2) extend D 17 up to Red Rock - Mammoth, Oracle and San Manuel could go to D7 - up to @ndc_doug not a priority for D 17
3) Below Vale - a small triangle - Wentworth Rd.
in D 19 - could move to D 17
4) D7 could use pop Mammoth, Oracle and San Manuel

5) D19 - on its own-- take D21 -- Davis Monthan and connect to D17 substantially to I-10; take out of D21 Quail Creek, Amato and eastern Santa Cruz.

Com. Watchman supports suggested changes suggested - asks that we check in w/ Latino Coalition - esp. since these changes are adopted from business community .

Countdown to #FairDistricts for All of #Arizona: 59!
With just a bit of time before the @ArizonaIRC makes changes, here are the top takes and a district-by-district summary: 1) #PoorPinal County looks like road kill. It is divided into five districts and
its communities are connected with neighboring MarCo & Pima counties, but also Yuma and Sedona; and as far north as Coconino Co. Adding insult to injury, two of the splits are to accommodate changes integrated into the plan from the @SALCLeaders to achieve their very grand plan
for a S AZ "economic driver." Clearly, they did not consider Pinal Co. As a partner in that plan.

2) The very, very, very worst district is LD 7. This district is just a mess. Not even pictures of cats could fix this. And it creates messes all over the place.

Countdown #FairMaps for Arizona: 60 Days! 60 DAYS.

I've summarized the @ArizonaIRC 6.0 Congressional plan below. Worry not. Marana and Oro Valley are united. Other key stats and pictures follow.

I flag 1) the over performance (?) of CD3 as a VRA district and 2) the loss of
an opportunity district for Am. Indians as testament that changes are still to come.

NOW would be a really good time for the Navajo Nation and other IC to come forward with a unity map. These changes will push lines around all over the place -
but if you squint you can see the outlines of new congressional districts --

Top lines of the @ArizonaIRC V6.0 Congressional Plan
* 4 safe R seats (Districts 2, 5, 8, and 9);
* 2 safe D seats (Districts 3 and 7);
* 3 lean D seats (Districts 1, 4, and 6).

"The Independent Redistricting Commission can decide where lines are drawn, but they can’t decide to ignore the Arizona Constitution while drawing them. The IRC is required by our constitution to comply with the Voting Rights Act
when creating fair and competitive maps. The last-minute maneuver by Commissioner Mehl showed his willingness to prioritize GOP interests over fair representation for Arizona voters, which is completely counter to the spirit of the Independent Redistricting Commission.

Countdown to #FairMaps for Arizona: Day 61
This is the word cloud from yesterday's meeting. Notice the prominence of Oro Valley and Marana. Those two Pima County communities are such an important of community of interest that they MUST be together. According to Com. Mehl.
It's hard to know why he thinks this. It's not a HORRIBLE idea. It's not as horrible as denying the Navajo Nation an opportunity district; or the Latino communities an eighth VRA district. Or diluting every rural district with urban population.
But it does force the @ArizonaIRC to create this district:
