-Johnson took the moral high ground with Tory MPs yesterday, saying:

“you must put your job as an MP 1st and you must devote yourself primarily and above all to your constituents”

-we calculate the PM himself has made over £4.3m from outside interests

ft.com/content/a256fc…
- Johnson also juggled job of being MP with editing Spectator mag from 2001 to 2005

- the @FT calculation of £4.3m doesn’t even include his first stint in Westminster from 2001-2008 because the register didn’t demand disclosure of precise payments then

by me with @kadhim
it’s on the @FT front page tonight Image
the average worker would take 140 years to earn what Johnson made in *outside interests* in 14 years

- this government likes changing the rules to its own benefit

- thus changing recruitment process for Ofcom chair after Paul Dacre rejection

- now it has hired a lobbyist to advise the selection process

- his firm advises Sky, Facebook and Apple

ft.com/content/36d958…
Dr Damian Tambini, a fellow at the London School of Economics, said the dispute about appointments was endangering Ofcom’s “gold standard” reputation.

Tambini said that if Prescott had significant links to companies regulated by Ofcom, “this should disqualify him”.
here’s a reminder of how the Ofcom selection process has been changed to help Dacre, via @jimwaterson last week

meanwhile at @COP26 we are seeing a major unravelling of some of the biggest multi-country agreements:

1) Indonesia says the deforestation agreement it signed two days ago was “inappropriate and unfair”

ft.com/content/f01342…
2) today’s big announcement is loads of countries have signed agreement to phase out coal power stations #cop26

- but original targets have been watered down from 2030 (developed countries) and 2040 (developing)

- instead it’s now 2030s/2040s “or as soon as possible thereafter”
I’ve been helpfully leaked the document signed by the various countries, you can see the much looser wording here

Angela Rayner at #pmqs: “In no other profession in our country could someone be found guilty by an independent process and just have their mates vote them back into the job. Surely the prime minister and this government are not going to do that today?”
Boris Johnson points out that the Paterson case involved a serious family tragedy and asks whether the existing procedures allow for proper appeal: “It should be approached properly in the spirit of moderation and compassion
Rayner replies that if it was a police officer, a teacher or a doctor the public would expect the usual disciplinary processes to be pursued: "They can change the rules to allow cash for access....why is the prime minister making it up as it goes along."

the train to Glasgow is stranded south of Milton Keynes due to a fallen tree and this feels like a metaphor for the climate talks
on the upside we're getting over-cheerful updates every 15 minutes
- this train is now poised to return to London after waiting in MK for two hours

- travellers being advised to wait til tomorrow to travel given serious damage

- Avanti says avoid East Coast line to Edinburgh given damage there as well

- inglorious start to @COP26 #COP26

there’s a lingering disquiet about Tory MPs voting last week against an amendment to stop private water companies dumping raw sewage into rivers and coastlines…not sure they’ve gauged the public mood on this
government says that eliminating all storm overflow (of sewage) would cost £150bn:

here’s their line
on a more prosaic note, in case you find the terminology confusing:

sewage is the waste that is produced by people while sewerage is the structure that holds the sewage

in March 2020 Rishi Sunak announced plans to move 22,000 civil servants out of central London by 2030

how’s that going?

er

civil service headcount in London grew 11% from 91,660 to 101,930 in the year to March 2021, more than double the rate elsewhere

ft.com/content/b6d194…
and what about over the period of 2010 to 2021 - ie since the Tories came to power?

- net *increase* of 15,401 civil servants in London

- net *decrease* of 58,005 across the other regions
here are the stats for last year….the trend could not be clearer
