Peru, for AILAC is highlighting a long list of issues that need strengthened and made more ambitious. She suggests that the loss and damage text in the cover decisions was not discussed & does not reflect the G-77/China's proposal.
The EU says Article 6 compromises are better than in Madrid. Calls for "growing the donor base" and for "all major emitters" to reduce emissions.
Costa Rica calls for additional elements in the cover decisions, including call for enhancing NDCs, eliminating all fossil fuel subsidies. Says loss and damage action should be more than workshops.
Saudi Arabia, for the Arab Group, the cover decisions should not re-write the Paris Agreement. Says equity, finance, capacity, technology are key to keeping 1.5 degrees alive. Says there is still a chance for a successful COP.
Kenya calls for ambition and reflection of their call for a dedicated facility that will fully support loss and damage. Laments that the special needs of Africa were not recognized. Underscores finance must be new and additional and both principles are missing from cover decision
The US supports phasing out "unabated" coal and "inefficient" fossil fuel subsidies & supports technical facility for loss and damage in cover decisions.
Antigua & Barbuda, for AOSIS, says "inefficient" is ineffective to reduce fossil fuel subsidies. Urges no further stalling on transparency framework & says Article 6 "adds insult to injury" because it won't deliver an overall mitigation of global emissions.
Guinea, for G-77/China, "deeply disappointed" that its proposal for a Glasgow Loss & Damage Facility was not reflected in the cover decision text.
Gabon, for the African Group, says:
- finance should additional, reliable, accessible, doubled
- need further mitigation actions by G20 countries
- loss and damage needs improved
Bhutan, for the Least Developed Countries, laments the pushback on ambition, reservations on loss and damage support, progress on climate finance.
Our actions are leading us in the opposite direction of what science demands.
Bolivia, for the Like-minded Group of Developing Countries, says the cover decisions need to align with the Paris Agreement & stress the historic responsibility of developed countries. Asks for clarity on how the process will proceed.
Venezuela says that ambition is not only about mitigation, it is also about finance, adaptation, technology and more. She calls the fossil fuel subsidy language "policy prescriptive," rejects unilateral measures and calls for space to discuss such measures.
India underscores the need for an agreed definition of climate finance. She urges recognition of the historic emissions of developed countries, saying they must enhance their NDCs and reach net zero before 2050 to say within their fair share of the carbon budget.
Switzerland calls for limiting "large carry over and double counting" of units in the Article 6 markets to protect environmental integrity. Says all major emitters must reduce emissions.
Japan supports "emerging consensus" on adaptation and loss and damage and the cover decisions "with a limited number of important amendments."
Belize laments that nature-based solutions and the role of Indigenous Peoples as custodians of nature were "lost" the cover text. Calls for phase out of all fossil fuels subsidies, equal support for adaptation & mitigation, support for loss & damage.
Bangladesh suggests calling the decisions the "Glasgow Emergency Pact." Says annual ambition raising is about more than mitigation - also adaptation, finance, and capacity building.
China says this process is rule-based, and calls for cover decisions to be stronger on adaptation, finance, technology, capacity building. He stresses adherence to the Paris Agreement, including on NDC submission timelines.
The Philippines expresses concerns on the handling of Article 6 negotiations, calling for the re-inclusion of greenhouse gas emissions avoidance in the market mechanism that would support developing countries to switch to cleaner technologies.
South Africa welcomes the work programme on the Global Goal on Adaptation. She says stresses the need for developed countries to provide support and called fossil fuel subsidy phaseout a one size fits all solution that neglects some countries' realities.
Brazil laments developed countries failed to meet their financial pledges. Expresses concern that there are still two options on Article 6, saying option A will lead to rapid implementation. (note the US also supported option A).
"Tuvalu is literally sinking. We must take action now." Tuvalu proposes stronger language on decarbonization, doubled finance for adaptation & making it accessible, dedicated loss and damage facility. Says encouraging words are not being translated into the decisions.
Ecuador says multilateralism needs to be reinvigorated, and underlines the need to respect the Paris Agreement. Welcomes language on biodiversity, human rights. Calls for developed countries to deliver on their finance goal ASAP, not by 2025.
Mexico, for the Environmental Integrity Group, says the current cover decisions do not live up to their expectations, calling for highlighting science and stronger language on rules, finance, and ambition.
Panama calls for phasing out all coal and fossil fuel subsidies. "We must deliver" on finance and technical assistance for loss and damage & asks developed countries to align their words in the plenary to their actions in the negotiations.
Ghana expresses concern on the share of proceeds on Article 6, saying such support is crucial for developing countries and delivering on the Global Goal on Adaptation.
The Maldives relates how it can take years to access climate finance for a single project: "We cannot put our survival as collateral."
She says the world has spent trillions on the pandemic & fossil fuels, calling for adequate support
The Democratic Republic of the Congo calls for aligning the timelines for REDD+ (a programme to reduce deforestation) and Article 6 markets.
Argentina calls for "levelling up" on mitigation, adaptation, and support to developing countries to keep 1.5 alive. Calls for resolution on Article 6 and expresses concern that the concerns of developing countries were not heard in the negotiations for a cover decision.
Nicaragua stresses that loss and damage must be at the same level as adaptation and mitigation.
Grenada calls the text "the bare minimum" but urges countries to accept the text as a way forward to help keep 1.5 alive.
COP 26 President Sharma says plenary will reconvene at 5:30 to adopt some decisions, another informal stocktake "later tonight."

Guinea, for G-77/China:
- pleased with the Santiago Network functions
- extremely disappointed with a dialogue on loss and damage, but willing to compromise, says the dialogue will have an end goal of establishing a loss & damage facility.
China says the text is "by no means perfect," but does not intend to re-open it. Suggests small amendments, calls on parties to show willingness for compromise.

New #COP26 texts out on:
- Article 6
- overarching cover decisions

We're still digesting the Article 6 texts. But, on the cover decisions...
Many of the ideas first published as bullet points are not in the revised text.

Most of these are not lost, they have agenda items where outcomes are expected.
There are references to important scientific outputs expected next year, including from the @IPCC_CH. Next year is the start of the technical phase of the Global Stocktake, so science will matter doubly.
