#COP26 President Sharma asked to close the informal stocktake, but parties asked to take the floor.
Guinea, for G-77/China:
- pleased with the Santiago Network functions
- extremely disappointed with a dialogue on loss and damage, but willing to compromise, says the dialogue will have an end goal of establishing a loss & damage facility.
China says the text is "by no means perfect," but does not intend to re-open it. Suggests small amendments, calls on parties to show willingness for compromise.
Tanzania calls for including systematic observation to help provide information that can reduce loss and damage.
India says that consensus remains elusive. Says the UNFCCC action is for economy-wide efforts, not sector-specific action. Calls for equity, saying developing countries have right to development and fair share of carbon budget.
He calls for parity between the urgency given to mitigation and for finance provision.
Underscores the cover decisions should not rewrite the Paris Agreement or "introduce extraneous elements."
The EU asks parties not to stumble at the last hurdle, says the package on the table allows parties to act with urgency.
Norway says there is strong messaging and appeals for countries to look at the big picture and set aside differences.
South Africa says he does not intend to re-open the text. Agrees with China & India on the need to find a workable solution for the reference on inefficient fossil fuel subsidies.
Tuvalu shows photos of his grandchildren - "responding to climate change is critical to humanity, and should not be linked to our political survival."
Antigua and Barbuda, for AOSIS, says they will express their grievances in due course, questions if the package could undermine 1.5. But in the spirit of compromise, asks parties to agree to the package.
The Marshall Islands says we cannot leave here with nothing. This text does not have everything, but has important elements that serve the planet. It is not perfect, much work remains. But it is progress.
Gabon, for the African Group: Article 6.2 might open the door to voluntary REDD credits outside the UNFCCC rules. Share of proceeds was "rubbed out." The text is weaker than in Madrid.
Says he needs more assurance from developed country partners on finance before leaving COP26.
Bolivia, for the Like-minded Developing Countries: developed countries trying to create new rules of the game, which only they have resources to play. Powerful refuse to provide support. Offers minor amendments.
The Environmental Integrity Group: the texts are not the best common denominator, and the process wasn't as transparent and inclusive as it could have been. But they can accept the text as presented. urge all to look at the big picture on keeping temperature below 1.5
Costa Rica, for AILAC, says it is willing to move forward with the package, although they are not happy with everything, in spirit of compromise
The Least Developed Countries are concerned that the outcome on loss and damage is not what they expected. But at this hour say that they understand this is not the time for us to fall back into our differences.
Grenada acknowledges the package is not perfect, but says we have to accept it and move on to continue the fight until it is done.
The US says in a good negotiation, all parties are uncomfortable, and adds "this has been a good negotiation." He says the outcome is good, a powerful statement, even if not perfect.
Speaking to Gabon, the US provides assurance that the US will make "every effort in the world" to double adaptation finance.
The Maldives says it will go with consensus, but asks for acknowledgement that this does not bring hope, it asks us to put our lives on the line. Loss and damage is not a dialogue, it is a matter of life and death.
Brazil says the delicate balance has been struck, the outcomes are not perfect, but workable.
The Philippines points to the Article 6 text, and calls for including emissions avoidance.
Nigeria shares concerns of South Africa, India, and China on the reference to inefficient fossil fuel subsidies, in light of the need for equitable action on all aspects of the Paris Agreement.
Palau says "I know we're not happy. We accept this text and hope we can move forward in the spirit of collaboration."
Japan said it will deliver on its financial commitments to help make a "brave new start." Calls for uniting and adopting the text.
Chile: some of our red lines were crossed in the Presidency proposals, but we understand it was for the need to compromise. The package is imperfect, but balanced in the sacrifices that we all have to make. Call to move ahead with its adoption.
Trinidad and Tobago: We have all spent significant political capital to be here in the midst of a global pandemic. We cannot leave empty handed, we are prepared to accept the texts even if some could be stronger.
Indonesia asks to register its concerns with the package. She calls on countries to meet its obligations, saying balance must be in implementation, not only in text.
Iran expressed concerns with Article 6.4 and says it is not satisfied with text on the text related to phasing out inefficient fossil fuel subsidies in the cover decision. Calls for amending the text.
Cuba underlines the need for a clear commitment from developed countries that caused climate change to mitigate and support countries. While she doesn't see this, she will accept the document in the spirit of compromise.
New Zealand supports the text, although says he doubts that it will hold global temperature rise to 1.5 degrees.
Venezuela calls for including unilateral measures, and removing reference to phasing out inefficient fossil fuel subsidies.
#COP26 President Sharma: We've seen a great deal of consensus, imperfect though they may be.
Adjourns the informal stocktaking. Plenary will reconvene "very soon."

New #COP26 texts out on:
- Article 6
- overarching cover decisions

We're still digesting the Article 6 texts. But, on the cover decisions...
Many of the ideas first published as bullet points are not in the revised text.

Most of these are not lost, they have agenda items where outcomes are expected.
There are references to important scientific outputs expected next year, including from the @IPCC_CH. Next year is the start of the technical phase of the Global Stocktake, so science will matter doubly.
