The ERCOT letter to the PUC has a timeline & costs (the last page of the filing), and provides some clear guidance about what's possible (e.g., they can't do everything in the PUC memo). I'll provide some updates throughout the meeting.

Tmrw at 9:30 the Electricity Supply Chain Mapping Cmte meets in public for the 1st time. Gas infrastructure on the map will have to weatherize; the rest won't, per SB3. This important report isn't due till Sept but will likely be done by April. 3/3 #txlege

PUC now discussing the Southern Cross project which would connect West Texas renewables to the Southeast with the ability to reverse flow and bring in 2GW during emergency situations.

Notes the need for the @PUCTX to have a transmssion planning process change as part of #sb1281, some major changes to transmission cost/benefit calcs passed during the #txlege session. He will file a memo before the next meeting on these transmission issues.

Now discussing the ERCOT letter to the PUC (linked above on this thread)

Cmsr Cobos says she "has concerns with long timelines" "two years is too long, it's unacceptable." Says resource constraints must be addressed to ensure quicker timeline, particularly on ECRS.
Cmsr Cobos says it "must be delivered" in advance of the management system changes coming next year. They "must ensure the firm fuel market is in place by next winter"... says #txlege expects it and #SB3 requires it. Also wants backstop in place in 2023 asap.

Cmsr Cobos says order of priority is firm fuel product then Backstop Reliability Service.

Says firm fuel should be procured like ERS or blackstart. Asks ERCOT: "What do you need from us?"

ERCOT's Kenan Ogelman says they need the following things: (1) procurement through RFP. Can't design an auction before next winter. (2) need to define eligibility, start with onsite fuel so they can procure w/in 6 months. (cont)
... (3) load ratio share allocation is quickest (how it's done now rather than trying to allocate costs to particular resources)

Cmsr Cobos says there is 4400MW of power gen w/ onsite fuel. Wants ERCOT to survey what else might be out there.

Chair Lake says we want to have bidding for more than exists now. Says "we know we don't have enough firm fuel or backstop plants."

I think there is a need for a systems assessment to determine how much is actually needed. If gas wells were weatherized, we would need less.
Cmsr McAdams says the PUC has "received feedback offline" from #txlege that the changes in the blueprint must be implemented w/in the next 2 yrs. Says before ERCOT staffs up they will need to hire 3rd parties and consultants to get this work done.
One thing to keep an eye on with the firm fuel product: will consumers pay for something that's already there? If there's already 4400MW of firm fuel onsite, how much will consumers pay for an already existing product?

ERCOT's Ogelman says they will draft an NPRR with urgent status and leave the amount of firm fuel blank for the Commissioners to fill in. The first draft will focus on existing onsite fuel.
Cmsr Glotfelty asks about Real Time Cooptimization: does that kicked to back of the line? Great question. RTC is critical.

ERCOT says it's on hold and will not be delivered w/in 2 years. All of the new (and not yet created) ancillary services have to be cooptimized, too.

Grid update: Still extremely low chance of outages. This front is not extreme & won't bring us anywhere close to the 77GW of demand in Feb.

BUT there is a warning sign for future extreme cold: there are 10+GW of thermal plants offline right now.

A little more info on that. You can see the amount of outages at the link below. It's updated every hour. (You have to add columns C-F to get total thermal outages).

It adds up to 10,114MW (or 10.1GW) of nuke/gas/coal plants offline right now. 2/

ERCOT forecasters continue to struggle w/ demand on winter mornings. Idk why they continue to miss but ERCOT needs to address this. My guess is that they're undercounting electric heat. Note: FERC & NERC specifically said ERCOT needs to improve this. 3/

Yesterday, w/ no media availability or even press release, ERCOT released its Capacity, Demand & Reserves (CDR) report. As has been a pattern lately, the communications with the public about issues of widespread conern is sorely lacking. #txlge 1/🧵

Just this week, ERCOT CEO Brad Jones, in an article about political interference at ERCOT, said releasing a similar report (the Seasonal Assessment of Resource Adequacy, or SARA) in the same way was a "mistake." But nothing seems to have changed. 2/

The difference betw than the SARA & CDR is that the SARA looks at the upcoming season while the CDR looks several years out.

(1) absent changes, these reports aren't useful

A presentation from @NERC_official to an ERCOT working group provides more info on causes of Feb. outages & on possible gas market manipulation. NERC’s Thomas Coleman says it wasn’t power outages that caused gas to fail and that “price majeure” is being investigated. #txlege 1/🧵

There are lots of members of the public in the room with what appear to be paper mache power lines (hard to tell from the feed). Public comment period was changed to 10:30, would normally be at 9:30.

- Load Serving Entity Obligation (LSEO)
-Dispatchable Energy Credits (DECs) (aka Dispatchable Portfolio Standard)
-Backstop Reliability Service (BRS)

The Load Serving Entity Obligation would require each retail electric provider (REP, e.g. TXU, Reliant, etc), municipal utility, & co-op (any entity that serves customers) to purchase capacity ahead of when it will be delivered. This is essentially a form of a capacity market
