VP Leni Robredo on “no vaxx, no ride” policy: This conversation cannot even be considered until after govt already exhausted all possible means to bring vaccines to the people...we should offer reasonable incentives, we should run a proper comms and behavior change campaign.

Robredo: Siguro sa mga malalapit sa mga transportation hubs, mga terminals, sa mga LRT, MRT stations, baka dapat accessible din ‘yung swabbing and vaccination kasi this is where people conglomerate and wala nang necessity for them to miss work.
Robredo highlights importance of testing: Andami ngayong nagpopositive na either asymptomatic or mild symptoms. And nakakatakot pa nga itong asymptomatic and mild symptoms if they don’t get tested. Kasi if they don’t get tested, they might be going around infecting more people.
Robredo on testing: Di ba ‘yan naman ‘yung pinakasadya ng testing — na ma-contain mo ‘yung virus. If we are not able to contain the virus, kelan pa matatapos ‘yung surge na ito?
Robredo says Bayanihan E-Konsulta experiencing surge of patients that they had to put 400/day cap. In recent days, 400 slots filled up in 9 minutes.
How is OVP able to offer Swab Cab, Vaccine Express, Bayanihan E-Konsulta and COVID care kits despite only P900M-budget? Robredo says they shifted OVP budget to COVID budget. Says her staff trained to handle crisis and thankful to Angat Buhay partners for the trust.
Robredo topped Facebook ads spending but she says it’s her supporters who spent for it, not a centavo spent from her campaign. Says supporters felt compelled because of rival’s social media machinery.
W/o mentioning Marcos, Robredo says rival may not be spending on Facebook ads. “Pero maraming mga gastos na hindi over-the-table, hindi above-board. Alam natin na marami silang ginagawa, gumagastos sila, pero hindi ito pareho ng Facebook ads na you can actually compute, quantify.
Robredo admits initial strategy of shrugging off fake news was a mistake:
I admit that our initial approach to the problem did not work. (What was your initial approach?) Not to mind them...Pero mali ako e...Kasi lies repeated again and again become the truth.
Robredo admits penetrating socmed is a challenge: Bec social media works on algorithms, parang na-saturate na talaga yung mga distribn channels such that mahirap nang i-penetrate...So ang nangyayari ngayon parang nag-e-echo chamber na.
She’s asking supporters to go out of socmed
Robredo says “frustrating” dealing with fake news. “Maraming accusations na hindi naman totoo.”
Vera Files reported Robredo is the number 1 victim of inaccurate election-related reports in 2021 while Bongbong Marcos benefited the most.
Robredo: I am not allowing the disqualification cases (vs Marcos) to affect the way we are doing the campaign... mas mabuting talunin ko siya sa election, despite his numbers now.
Robredo: Malakas yung loob ko kasi unang-una tinalo ko na siya in 2016. And in 2016, I also started with very low numbers. Mas mabuti-buti na nga ngayon. Kasi in 2016, I was number 6 of 6 candidates. I had to literally i-gapang ang sarili ko paakyat and I was able to do it.
Robredo on addressing historical revisionism: Sana yung mga kandidato mai-submit yung sarili nila to debates. I-submit yung sarili nila to events or forums na may opportunity yung tao na i-confront sila about the many accusations against them.
Robredo on candidates avoiding debates: Kung iiwas ka, iiwas ka dahil siguro mataas na numbers ko, di ko na kailangan mag-appear dito, lugi ang taumbayan kasi hindi siya nagkakaroon ng opportunity to confront.
Robredo not bothered by report that 11 Camarines Sur mayors are supporting Marcos. She says no politician in Bicol supported her 2016 VP bid and there were 5 of them Bicolanos running but she ended up getting almost 70% of the votes.
Robredo grateful for endorsements: I know for a fact kung ano yung political envt sa atin now. And maiintindihan ko kung marami ang hindi willing to go out publicly to support us...nagulat ako na there are actually big local politicians who have been very public of their support.
Robredo says she remains open to working with the Left and clarifies her position on NTF-ELCAC: “I agree with the objective. What I do not agree with is the manner by which they are operationalizing some of the things that they have been doing.
If she loses, Robredo says she’ll go back to development work and alternative lawyering: I have just been a politician for close to 9 years. So para sa akin, it will not be difficult for me to go back to the life I was leading before my husband died and before I entered politics.
Robredo: The 2022 elections is not just a fight between 2 or more candidates. But it’s actually a decision we have to make — Ano bang klaseng governance yung gusto nating manaig sa atin? What I’m offering is so different from what Mr. Marcos is offering…
Robredo on May 2022 polls: There is so much at stake but what is at stake is not just my winning or my losing these elections. But what is the direction that we would want our government to take in the next 6 years.

SOJ Menardo Guevarra defends "no vaxx, no ride" policy
Guevarra says that while a person has the right to refuse vaccination, State has power to regulate movement of unvaccinated if in the interest of public health/public safety and for benefit of vaccinated and unvaccinated.
Guevarra: Note that there is no restriction on travel for unvaccinated persons, just restriction on access to public transportation or common carriers, subject to well-defined exceptions.
But isn't there, in effect, discrimination vs unvaccinated who do not own cars as oppose to those who do?
Guevarra says there is substantial distinction bet vaxxed and unvaxxed. More than 3/4 who get hospitalized are unvaxxed, more than 3/4 who die are unvaxxed.
The Supreme Court has upheld a 2011 Ombudsman ruling dismissing Surigao del Sur 1st District representative Prospero Pichay, Jr. as head of the Local Water Utilities Administration (LWUA) for grave misconduct and perpetually disqualifying him from public office.
The admin case vs Pichay stemmed from LWUA’s acquisition of a thrift bank w/o approval of the Monetary Board and the President. Pichay was LWUA chair from 2008-2011.
Same transaction led to charges of 3 counts of graft and 1 count of violating Manual on Regulations for Banks.
In affirming the finding of grave misconduct, SC said Pichay proceeded with LWUA's purchase of 445,377 shares of Express Savings Bank, Inc. for P80M without approval of the President and the Monetary Board, despite several letters reminding him of the reqts.
Atty. Howard Calleja says at least 2 more groups set to file next week petitions vs. Ferdinand "Bongbong" Marcos, Jr. either to intervene in the petition to cancel his certificate of candidacy or to disqualify him.
Calleja will serve as counsel. Says this is separate from his duties as convenor of 1Sambayan and insists this is not driven by political motivation.
One group will be composed of Martial law victims while another group will be led by Dr. Rommel Bautista.
Aside from the issues already raised in the first Comelec petition, one of the arguments petitioners will raise is that the CA ruling which reduced penalty for non-filing of income tax returns to mere fine is void ab initio. They will raise it before Comelec, eventually to SC.

The petition to cancel or deny certificate of candidacy of Ferdinand "Bongbong" Marcos, Jr. filed before Comelec is anchored on his supposed "false material representation" that he is eligible to run for President of PH, despite having been convicted of tax evasion.
Petitioners from Task Force Detainees of PH, KAPATID, Medical Action Group, FIND, PH Alliance of Human Rights Advocates and Balay say Marcos' 1995 conviction for tax evasion should prevent him from running for president, even if CA reduced penalty to fine.
Marcos was convicted for failure to file mandatory income tax returns from 1982 to 1985. Mere conviction, according to petitioners, perpetually disqualifies him from running for any public office.

Citizens’ Budget Tracker’s @KenAbante flags incomplete documentation and highly-priced COVID contracts PH govt entered into costing the govt possible savings of between P319-550M. One contract involved surgical masks worth P1,400/piece. #ANCRundown
Citizens’ Budget Tracker reviewed P20B worth of pandemic contracts as of Aug 2020. While 2/3 did not have sufficient descriptions, researchers analyzed prices in P5.4B contracts and came up with estimated P319-P550M potential savings if compared to average market prices.
