Council Comments and Reports:@Esmeralda_Soria has a power point on canal homeless camps near residents homes. Canal owned by Fresno Irrigation District (FID) who agreed to keep it cleaned.
Need to get FID to table. We need to demand FID to do something. Interim City Manager White says we had meeting with City Attorney about possible options to keep this clean.Attorney Sloan is considering if FID can be billed for cleanup.
@kmkarbassi On a somber note we are leaviing City Manager Tommy Esqueda but glad we are getting Interim Manager Georgeann White.Also losing Mayor's Chief of Staff Tim Ormand. People on Audubon are concerned about speeding and have been promised a traffic signal or traffic circles

match. $4.5M will be for infrastructure. Project manager would be paid with remainder. 400 hours of management time to shepherd it to end result.Maxwell:opportunity cost? This is solid project but it seems like it prevents us from getting our priority projects done due to not
enough staff. White:In March there will be an item to bring more staff on board. Arias:originally this included kids picking up trash. Is that still part of it? Mozier:a contracted firm will pick up the less safe items like needles, feces etc. Volunteers will be in safer areas.

like single family. We have a test project with a developer using a standard plan that has the innards all the same so inspection can be quicker and saves time for both inspectors and developer. Maxwell:housing is #1 or #2 issue for every councilpersons. Can we have a report in
60 days to see what progress has been done for test project? Clark:Unusual for a multifamily to have this more like single family tract home projects.Arias:does this include all types of multi-family? Clark:any with 3 or less units are not included. Could be SRO's APPROVED 7-0

freeways historically divide communities and Veterans Blvd may due that in my district. I want to know how that will happen. Karbassi:this is not a freeway and a blvd. Mozier:6-lane super arterial and has limited access but it has some (unlike Herndon) or lots of access like
Blackstone. Blvd transitions into Grantland Ave and turns into a regular street. It will be 2 lane each way at that point. Currently a rural road. Arias:a price tag? Mozier:unsure. Biden's plan will give some funding that will fall into normal funding but some need a shovel ready
and matching funds. This project is not that yet. Some of this is in County Sphere too. Karbassi:we want to apply if we qualify. Mozier:federal lobbyists will give us advance warning.Soria:It is unfortunate Karbassi spoke with two councilmen whose districts are not affected by
this. Communities West of 99 have been waiting a long time. We need to fix large arterials already in existents like Ashlan and Shields. Mozier:those are all active projects in current budget.Polk project is in Right of Way acquisition and $5M.Gettysburg, Inspiration Park,etc.
Financial is the largest issue and the real limiting factor. Granville Park West requires connection to Vet Blvd. White:if approved today we will be engaged with our federal lobbyists and go after those dollars. Karbassi:this makes sure we apply for these grants including East
and West connections too. Soria:i want to to be sure this doesn't trump neighborhood streets. Arias:try to get all the streets that lead into the veterans blvd. We will find out what matching dollars are needed then. APPROVED 7-0

best to protect it by getting a business in it. No other retailers showed any interest. Public bathrooms would be open as their is a business there. Outdoor lighting upgraded. Human urine/feces has been the most damage to tower's exterior paint.Bredefeld:did we solicit any bids?
No formal request for proposal but we had a large public advertising but no other business showed interested. Sloan:If over 20000 sq feet requires an RFP. This is 700 sq ft. Bredefeld:did we vet this person for failed business background or criminal background?Sloan:not required
Chavez:i apologize to businessman for how long this is taking. Lots of damage at street tower currently and we need to capitalize on this opportunity. His business model is to keep it clean. Karbassi:hot water was an issue there. Arias:there will be done and exterior painting.
White:City will be utility owner until technical change and then coffee owner will take over. Arias:price was $1 sq feet. Amtrak is charged $1 year. Looked at Greyhound , Kocky's and bailbondsman as comp. City maintains exterior like landscaping. Karbassi:I am in favor but I
would like RFP in the future. Arias:8 am to 9 pm M-F are hours. 3 year lease plus 2 year extension. Can terminate with 30 day notice if in violation. Bredefeld:RFP is good practice in future but I will be in favor today.Karbassi:I want to be sure Esparza gets coffee for us from

damaged the next day. The overhead lighting at Tower District has been popular and I would like to see it elsewhere like Fulton St. If we are tearing up the road anyway might as well add the other infrastructure then.A:we have a conservative financing.19-22% PG&E rate rise this
year! We need $1.7 M for administrative fee but I have a financing model to pay for that. We have rate of 2.6% until February 15 so we will need to approve on February 10th.
Workshop 3-F will be continued to another date.But 3-D WORKSHOP - Homeless Assistance Response Team
(HART) will occur.
H. Spees:simply we have more people living on the street than we have empty beds. We want quality of life for all residents and business owners while helping those living on the streets with respect. There are wrap around services at our shelters. "311 call does it all" .Many of
the calls that went to PD now go to....(CMAC lost council meeting for a few minutes) Sample of a typical call. @Maxwell4Fresno How does HART handle a call for service.Homelessness is number one call for councilpersons staff. 311 will be an extra step for us to find out what the
status of a case so we can give to our residents. Spees:staff will be given link to access as to what happened. Maxwell:I worry it will say" completed" when it isn't like sometimes happens with potholes. We budgeted lots of money for PD and this feels like we are being cutoff
from PD with this.
Spees: Lets see how this works and dialogue as to how this works. Arias: Council is the first point of contact.We are now cut off directly from HART team. White:we wanted to triage what issues go to PD and what to social workers etc.Arias:I want to talk to
supervisors. I am not convinced HART has my support yet. At budget season we will have to revisit this. I just want a direct response as to where a certain case is in the progress. Spees:We have 3 months to prove it to you. Arias:Encampments are removed but trash left behind.
Dyer:we are not always proactive historically. That will roll out in 30 days.This is a fluid process. Spees:reality is we have people dying on our streets. Our country is creating homelessness at a fast rate. Arias:30 months ago we had 10 beds now we are asking about the quality
of food etc. It is night and day from 2019. But homelessness is increasing still. Spees:We can always do better. Council going to remainder of Closed Session and have pizza
