18. Adopt Resolution proclaiming continuation of the local emergency status relating to the extremely
high levels of tree mortality and hazardous conditions created by the drought and request that the
Governor continue to provide resources and support to mitigate risk of falling
trees and increased

19. Retroactive California Microbusiness Covid-19 Relief Grant Program Application and
Agreement with California Office of the Small Business Advocate. The
MCRGP provides microbusinesses that have been significantly impacted by the COVID-19 pandemic with
grants up to $2,500. This
program will provide a total of 427 grants. The recommended actions will
authorize the submittal of the grant application, execute the grant agreement, approve an agreement with the
Fresno Area Hispanic Foundation (FAHF) to implement the grant program, and approve a budget
resolution
to increase the appropriations and estimated revenue
20. Approve and authorize the Chairman to execute a retroactive Amendment I to Agreement with the
Fresno County Superintendent of Schools and the Fresno Police Chaplaincy Resiliency Center, to
revise the name from Fresno Police Chaplaincy Resiliency Center to the Resiliency
Center of
Fresno as identified on their legal documents, with no change to the term of September 21, 2021
through June 30, 2024,or compensation maximum of $1,061,460.
Approval of the recommended action will correct the Resiliency Center of Fresno’s (Center) name on the
agreement
. The name was erroneous and does not exist as a legal entity; therefore, the Department of
Behavioral Health is unable to reimburse for services provided. The agreement terms and conditions remain
unchanged. This item pertains to locations in Districts 2 and 3
23. Resolutions Rejecting Claims for Damages. After evaluation by the
Claims Review Committee, submitted claims are presented to the Board with rejection recommendation.
If the claim is in the County’s jurisdiction, the Summary of Claims denotes affected supervisorial district.
28. Retroactive Waste Tire Hauling and Disposal Service Agreements. Approve and authorize the Chairman to execute a retroactive Master Agreement with American
Refuse, Inc. to provide waste tire hauling services, effective September 12, 2021, not to exceed
five consecutive years,
which includes a three-year base contract and two optional one-year
extensions, total not to exceed $1,025,000.

American Rescue Plan Act - Coronavirus State and Local Fiscal Recovery Funds On March 11, 2021, ARPA was signed into law by President Biden, with the goal of accelerating the national recovery from the COVID-19 pandemic. The United States Department of the Treasury
(Treasury) issued the Interim Final Rule (IFR) on May 10, 2021, to guide recipients and facilitate rapid and effective implementation of the SLFRF program established under ARPA. Treasury has since issued a Final Rule on January 6, 2022, which includes updates and clarifications
to the IFR. The Final Rule does not take effect until April 1, 2022, but the County may take advantage of the Final Rule’s flexibilities and simplifications prior to the Final Rule effective date, and Treasury will not take action to enforce the IFR to the extent that a use of
funds is consistent with the terms of the Final Rule, regardless of when the SLFRF are used.The County of Fresno will receive $194,063,657 of SLFRF in two installments. The County received the first tranche of $97,031,825 on June 17, 2021 and will receive the remaining balance in
May of 2022. Funds may be used for eligible activities under four general categories:
Supporting public health response/addressing negative economic impacts;Providing premium pay for essential workers;Replacing public sector revenue loss, subject to certain limitations; and
Investment in water and sewer infrastructure, and broadband infrastructure.
The County conducted an online ARPA Community Survey from November 1st through December 24, 2021. The County advertised the multilingual survey through its social media platforms, the internet
, and direct emails to over 150 Community Based Organizations (CBOs) and agencies. The County received a combined total of 658 paper and online survey entries.
survey in multiple languages and made public including sending to 150 CBO's. Broadband was lowest ranked. Community health was ranked highest in District 3. Subrecipients represent small businesses and two others.
Today Supervisors can narrow down by earmarking , set a budget and timeline.May be able to tie in with other funding sources.Staff recommends a review panel with one from each supervisor district, CAO rep and one other.
CAO Nerland:we may want to earmark some for hospitals due to recent surge. $2 million each for staffing at three local hospitals Fresno Community, clovis Community and St Agnes. Pacheco thinks panel did a good job. @LincolnFresno Magsig:lots of money but way more need.
We want to maximize the dollars we do have. Brandau:many months we were trying to get this done but at same time as final rules were not complete. Department heads worked on best projects.Private sector had strong ideas (In subrecipient bucket). Still time to submit.Hopefully
some of the need can be covered with other sources. Staff John Thompson:lots of quality requests such as a youth program, water quality but this today is soley for earmarking. Projects will be vetted later.If we get earmarking today we will reach out to these projects and start
to vet. They will come back to Supervisors then perhaps in Consent Agenda. Brandau:There is $14 M that can be applied for this Monday. Statement of interest will be received then. @BuddySupervisor Some Special Districts didn't get anything and we are the only pipeline for them.
Quintero:anyone here from @LCJandA in the audience? Please let @IvankaSaunders I will be setting up a meeting with her. Britton Way is private road so we cannot help. Why county money can't be used. Staff:sold by FID to a private person so we can't spend money on it. ARPA dollars

We will check quality of the road surface but nor sidewalks, drainage.Public:From Lenair. We have a community center in terrible shape, no sidewalks, light source or drainage. We need to us this money to make a real change for these residents. I want an actual action and not just

Lobbyists are present virtually. (audio is a bit garbled) CAO asks for lobbyists to go off video to see if that helps quality. (Sounds much better). Sessions like this helps us to move forward and we send live results to your staff as legislative action occurs. Lobbyist Laura:
Biden's Build Back Better Act was signed and provides infrastructure.this will be awarded over 5 years. $65 B for broadband. As new funding sources from this Bill comes out we will notify you. Senate only passed 3 of the House's appropriation bills.
We will let you know when to submit for some of this funding. Magsig:Water projects is important. No voting as it is just a presentation for information.
5. County Federal Legislative Platform Updates by CAO Paul Nerland
The Legislative Platform is a statement of the goals and priorities of the Fresno County Board of Supervisors and establishes the basis for its advocacy efforts with Congress and Federal agencies.
The Platform is also used as a guide for support letters related to grant applications. This item is countywide. Magsig:Election security and equipment portion Perhaps we can add we would like local control? Also bullets regarding fire mortality we need to include grazing,thin-
-ning etc. Some cattle ranchers are having a hard time grazing there now. We have replaced a lot of our election security and support MACO (?). Every state does it differently and i would like local control so our Registrar can be independent. Federal seems to want to put more
restrictions. Mendes :Nationalize elections. (Magisg agrees).Brandau:Federal control of health and mandates that counters State and local. I would like that added. Would like local maintenance of Federal infrastructure. It is easier to get capital projects but none for main-
-tenance. Also support of Staggers Act that helps railway companies. Staff:A new bullet for election security then is needed? Public:Adleita wonders about Magisg's grazing comment. I don't think grazing is beneficial to forests. Magisg:fires get so hot it kills bacteria. Grazing
has occurred for 1000 of years. We need to get back to how Native Americans managed the forest. Thank you for your comments though. Next:Heather Evans:Local control of elections goes back to Jim Crowe. It was local control of elections that led to poll tax , literacy tests etc.
Approved 5-0. 6. Board Comments:Brandau: We have some County employees that refuse to get vaccinated. I am 100% against firing them. We need to be flexible and quit operating under the 2020/2021 model. Everyone is getting this variant. Mendes:SGMA issues:water resources rejected
all the suggestions. I think this is a regulatory item and it is a dangerous way the State is going. They gave us no comments other than rejecting it. Pacheco:Chuck Riojas named to joint Workforce Committee.
Public:Will Jackson I would like know how many hospital workers were fired for not getting vaccination. Supervisors failed to ask tough questions and supported more needles going into more people. You can redeem yourself by opposing AB 847. Are we better off even though our kids
are wearing dirty rags on their faces. We need to listen to other sources of medical advice (lists 5-6 physicians).Next:Heather Evans:it has been shown that being vaccinated prevents hospitalization. Today Supervisors had to approved $6 Million for hospitals. Brandau addressing
