#BombayHighCourt is hearing plea in which the Court raised concerns about installation of CCTVs in police stations of #Maharashtra.

@CMOMaharashtra
Advocate General informs Bench of Justices SJ Kathawalla and Milind Jadhav that the installation of CCTV with recording provision of 1 year was in compliance with the #BombayHighCourt order prior to #SupremeCourt order.
AG: Provision has now been made to ensure that the recording is enhanced to 18 months in compliance with the #SupremeCourt order.
AG informs that bids were called for and tenderors were appointed as per the qualifications.
AG: It is not just CCTV and DVR. There are other equipment which form part of surveillance system.
UPS, laptop, additional hard drive, for the purpose of transferring to HD.
Court: Why only one year (recording) when SC said 18 months?

AG: There is a division bench order of HC. We started tender process as per that. We have undertaken exercise to enhance to 18 months.

#BombayHighCourt
Court: But this is all after we have passed an order. Why are we required to pass an order? What was the work that was carried out in 22 weeks? That is what we want to know. Are the CCTVs installed as per them SC directions. Priority is complete the work where it is not done.
Court: Has anyone bothered to read SC order? After this order has any development taken place? For two and half years there is nothing that has happened.
AG: We will show compliance report…

Court: This paper compliance is not going to serve the purpose.
Court: Which are the police stations where cctvs are not functioning and since when? When is the complaint made, when did the contractor address the issue? 410 cctvs are not working as on date.
Court: There should be a committee to look into this. Also tell us how many police stations, cctvs are not functioning.
Tell us when did the contractor attend to the complaints after being informed of the issue.
Court: Nothing is done, hC, SC is not being followed. Naam k vaaste put cctvs. They do not want to show the court anything.
Court: In Diwali vacation, an advocate was arrested and kept in station for 48 hours. We asked for cctv footage, they said they do not have.
Court: Whenever we have asked for cctv footage in police station, it is never given.
The whole purpose of passing sc order is lost.
And it is done intentionally. We can say this candidly.
How do we give the contract to two contractors for 60 crores.
Court: Show us all this in the next week.
And if it is not done, please tell us it is not done, but tell us how you will do it.

AG: Let us be candid and not push it under the carpet.

Justice Madan B Lokur, former Supreme Court Judge, will shortly make an address on the subject “Hate Speech in India”.

The presentation will dwell on hate speech in general and how courts have reacted or failed to react to complaints.

Live updates below.

#HateSpeech
Vikram MR introduces the event: the slew of judgments Justice Lokur gave on Kashmiri Pandits, abandoned widows, death row convicts, fake encounters, clean air- even Taj Mahal owes some share of its glory to him!

#HateSpeech
Justice Lokur begins his address.

Let me begin by trying to understand what is hate speech. Presently we have no legal definition. But I think we need one.

Quite some time back, in 1969 the IPC was amended and S 153 A introduced the concept of hate speech.
