Sergey Karaganov – a well-known Russian foreign policy shaman gave an interview to @MacaesBruno (Kudos!) for @NewStatesman which, I think, requires few comments. Here's my refelctions in 🧵:

newstatesman.com/world/europe/u…
2) Most of Karaganov’s views have always been based on wishful thinking, wrapped in intellectual arrogance ‘I know better” wisdoms announced ex-cathedra, followed by reluctance to defend his arguments when they were challenged.
bbc.com/news/av/world-…
3) He has never been interested in deepening knowledge about “in-between-states”, be it Central European countries or Ukraine, their policies, traditions of political thought and fundamental understandings of international politics. For him they have never had own agency.
4) As a result of his convictions he has never understood foreign policies of these countries. Most often he neglected them or interpreted their views through falsified prism of his self-delusions and myths.
5) He mentions Poland twice: first by saying that Poland is always willing to fight, so probably it’s the only NATO country eager to stick to art. 5, and second, suggesting that Poland will likely join Russia in partitioning Ukraine. First is illusion, second is arrogance.
6) The reality is: Poland is one of the greatest beneficiaries of international order based on the inviolability of borders. It wasn't just the first states to recognize Ukraine's independence in 1991, but also signed treaties on friendship and cooperation with all neighbours.
7) The idea of strengthening the rules based order resulted from not only Polish political tradition dating back to 14th century quarrels with the Order of the Teutonic Knights...
8) but also from realistic assumptions made by modern political thinkers and decision makers after 1991. The strongest influence on that way of thinking emanated from liberal intellectual emigres who since the 1940s published the journal "Kultura" in Paris.
9) One of them was Juliuszu Mieroszewski who since the '50s promoted the view that Poland must come to terms with its new borders and accept the loss of Vilnius and Lviv. He argued that the Poles must support Lithuanians & Ukrainians in their struggles for freedom of Russia.
10) In 1970 Mieroszewski wrote: “One of the chief assumptions of Soviet policy was to divide Poles and Ukrainians according to the tried and true maxim of divide et impera”
11) Mieroszewski argued: "Territory is an element of power only to a certain degree. In my opinion, if Poles, under favorable circumstances, took back Vilnius from Lithuanians, Lviv from Ukrainians - Poland's standing vis a vis Russia would be remarkably weakened...
12) Cities don't count - he continued - what does are nations. It's not about seizing Vilnius or Lviv, but about gaining the confidence and friendship of the Lithuanian, Ukrainian, and Belarusian peoples." As we can see it is radically antithetical approach to one that Putin has.
13) Mieroszewski's views became dominant in Poland after 1989 thus Poland has never had territorial claims against its neighbours. Russia had – as her aggression on Ukraine proves. But Karaganov knows better and keeps projecting his own delusions on others.
14) Karaganov views are characteristic for the Kremlin elites who like to project their own imperialistic thinking and political methods, on others. Some may still want to listen them..unfortunately. That is why their manipulations should be exposed. #END

The Russian military build-up in occupied Crimea, blockage of Ukraine’s ports and the coast as well as the accumulation of armed forces in the region, combined with threats against NATO are approaching the level of threat defined in the Montreaux Convention…1/
According to the article 20 of the 1936 the Montreux Convention Regarding the Regime of the Straits, giving Turkey control over the Bosporus and Dardanelles Straits): In time of war, the passage of warships shall be left entire  to the discretion of the Turkish Government.2/
In the case of war (armed conflict) if Turkey not being belligerent, warships shall enjoy complete freedom of transit and navigation through the Black Sea Straits 3/

There has been some well deserved praise for Biden administration's handling of communication with allies following the call with Putin. But I lean towards "the glass is half empty" camp when it comes to grading the overall performance of the Biden team. #🧵 👉
2) Of course, emergency calls, intelligence sharing and Zoom meetings are all necessary part of the playbook. But this is all reaction to prior mistakes (outrage among allies) Biden's announcement of dialogue with "major NATO allies" was one such false move.
bloomberg.com/news/articles/…
3) What is missing (still, despite numerous calls and friendly advice) is a structured, planned high-level dialogue that would prevent us and our U.S. ally from being taken by surprise, blindsided and left wondering what is really going on.

This is👇a good representation of 🇫🇷 perspective by great ⁦@SylvieKauffmann
My 2 related cents:
In the 21st century what defines the power status is i.a the number of allies a state has, but also its ability to mobilize their support quickly.🧵 1/9 nytimes.com/2021/09/22/opi…
So in theory after Brexit France is significantly stronger than the UK – as potentially it can mobilize allies from the EU quicker, while the UK doesn’t have this luxury anymore – and its allies are first and foremost America’s allies 2/9
However, France “lost” the submarine case to #AUKUS, because in the Pacific it appeared to be alone. The EU has been nowhere around. The submarine contract wasn’t an European endeavour, but solely a French one, in spite of ex-post claims by French politicians 3/9

👉 During today’s press conference Polish FM @RauZbigniew summed up 🇵🇱 successful evacuation from Kabul (1232 ppl)
& two decades of Poland’s engagement in #Afghanistan 👉 He said that it was a spectacular foreign policy success for a number of reasons [thread 1/9]
After #9/11, PL declared allied solidarity with the United States. A NATO member since 1999, Poland dispatched troops to Afghanistan, thus becoming a contributor, and not just a consumer of U.S. & #NATO security guarantees. 2/9

press.armywarcollege.edu/cgi/viewconten…
.@NATO was expected to „get out of area or out of business". Poland considered strengthening NATO to be in its vital national interest. All presidents, PMs&FMs since 1999 have been working tirelessly towards that goal. Afghan operation was central to it.

Sergey @DrRadchenko raises an important question related to recent 🇱🇹🇵🇱🇺🇦 #ViliniusDeclaration on Joint European Heritage and Common Values

(Text here: poland.mfa.gov.ua/pl/news/declar…)

What about Russia?

So here is my thread/response to this very important issue - #Thread 1/12👇
2) In fact Polish political thought provided an answer long ago. Since Poles and other Russia's neighbours demand their right to independence, respect to sovereignty and territorial integrity, they have no right to refuse these same rights to Russians.

novayapolsha.pl/article/pokhva…
3) The fact of the matter is however that for the nations living between imperial Russia & Germany, the very term „independence” always meant „independence from Russia & Germany” and their autocratic, imperial domination....

Great @AmbDanFried is a top-notch expert on Central & Eastern Europe so it’s no surprise that he called attention to the “Declaration of Joint European Heritage and Common Values” (the Vilnius Declaration) signed by the FMs🇱🇹🇵🇱🇺🇦(Text here: gov.pl/web/diplomacy/…) Thread 1/20
2) The Vilnius Declaration goes beyond political symbolism - an act of political homage paid to the republican, democratic, and freedom traditions of the ancient Commonwealth. The signatories see it a driving force of today's political cooperation of 🇱🇹-🇵🇱-🇺🇦. Image
3) It's a revolutionary document, that can be regarded as a symbolic turning point foretelling the end of an ongoing 150 year process of nationalizing the past by Lithuanians, Poles & Ukrainians, an unavoidable phase for any nation&state building process. gov.pl/web/diplomacy/…
