WRT the news circulating that a 70Bn contract has been awarded to a Cornish micro company. Here's what I have so far. They are middlemen providing "Framework Consultancy" not beneficiaries of the whole £70Bn but defo some of it.
In 2019 they had £650 in assets and an average of nil employees.

Companies House show the co secretary for The Place Group as Addition Corporate Svces a.k.a Addition Group Ltd, this co has one employee, Mr Michael Barry Adams, a dodgy accountant, previously been convicted of fraud.
Michael Barry Adams has a long association with the Directors of Place Grp. The 3 were co-directors of another schools consultancy co for 7 years. All of their respective companies operate out of the same address in Cornwall.

Martin Chilcott is a big noise in the carbon reduction + sustainability world. He was also the (2005) founder of Place Group, left in 2012 but must know the current Directors. Not sure where this goes.. trail is cold... is there a link to gov't contract?
Chilcott appears to be well qual'd to shape &/or lead a UK NetZ initiative but nothing to do with Place grp now other than his history with the current Directors whose expertise appears to be in schools/education.
What qualifies them for a lucrative contract, is this cronyism?
It's getting really interesting now... both Delaney & Rule connected to Panama Papers, Offshore trusts, Saudi Oil, Tax avoidance & money laundering.

In 2016 the NUT raised concerns re: Information derived from leaked “Panama Papers” showing Bellevue Education is part owned by a company which was set up by the Panamanian law firm Mossack Fonseca and on which Clare Delaney and Simon Rule are trustees.
It would be interesting to know why ‘The Place Group,’ with shareholders Claire Delaney and Simon Rule with connections to offshore companies owned by Tarek Obaid, the founder of Anglo-Saudi oil company PetroSaudi... were awarded (any part of) a £70 Billion net-zero contract
Delaney & Rule are Trustees of Bellevue Education, which is part owned via a company registered to the BVI which was set up by the Panamanian law firm Mossack Fonseca. The name of the company is Maplehill Investments (BVI).

I started with the summary statement from @FullFact to start my investigation. £37Bn was the budget for two years, it appears the programme was heavily dependent on "over-priced consultants" and contrary to best practice remains so.
