The Mazhilis approved a draft law on amnesty related to the January events. The text of the draft law states that persons who have committed murder and caused harm to health are subject to #amnesty.
2/9 The authorities want to grant amnesty to law enforcement officers who shot civilians, including children, pensioners, mothers, as well as beaten and tortured in custody.

Despite the fact that the authorities claim that persons involved in torture do not fall under @OSCE
3/9 the amnesty, in practice, the authorities have not brought a single employee to justice, and they can also reclassify criminal cases of torture into cases that fall under the amnesty.

Thus, not a single law enforcement officer will be held responsible for the murder of

Presenting the topic of amnesty as an alleged act of humanism, the authorities intend to amnesty those who shot and tortured civilians, and peaceful protesters, human rights activists and activists - innocent, illegally convicted,

8/9 We call on the #UnitedStates, the #EuropeanUnion, the #UnitedKingdom and #Canada to put pressure on the Kazakh authorities to conduct an independent international investigation and bring all those responsible for the killings and torture to justice.
