Another first at COP: a more holistic approach to agriculture, with discussion now expanded into food systems, food security, nutrition, role of Indigenous peoples, women, small-scale farmers
Latest GGA text reconfirms the development of an adaptation framework, consisting of:
-Dimensions (adaptation building blocks, if you will)
-Themes (i.e. sectors in all but name)
-Cross-cutting considerations (inc. Indigenous and traditional knowledge!)
This new GGA text further improves the interlinkages with the Global Stocktake, allowing the Global Goal on Adaptation to be updated after every GST
The 4 workshops in 2023 to determine the GGA will now also be in person.
Proposed #COP27 cover decision text reaffirms the Glasgow Pact, but does not include stronger language on coal phase out
Proposed #COP27 cover text includes 2 wins and a "maybe" for #LossAndDamageFinance:
-Welcomes it now being an agenda item
-Welcomes the establishment of the Santiago Network
-[Placeholder for possible Loss & damage fund]
New proposal by #COP27 president on #LossAndDamageFinance includes the establishment of a new fund "for assisting developing countries in responding to loss and damage"
Proposal would also establish "transitional committee" to figure out the details of the L&D Fund - by COP28 already
Negotiations are still ongoing to establish a Global Goal on Adaptation (GGA) at #COP27, but there seems to have been a breakthrough last night:
latest draft now has agreement on the establishment of a framework for the GGA - to both enhance action + monitor progress
Current draft for framework of the Global Goal on Adaptation includes exhaustive list of
-sectors (although no longer called that)
-cross-cutting issues (HR, gender)
-sources of info (NDCs, IPCC, etc.)
Also great to see Parties found a compromise on the involvement of the IPCC in setting a Global Goal on Adaptation.
Could not agree on a special IPCC report on adaptation, but agreed to update adaptation reporting guidelines and involve IPCC in development of metrics.
One of the few agenda items that have been finalised at #COP27 thus far is the Santiago Network on Loss & Damage

So what does it include? 🧵
The Santiago network was agreed on at COP25 in Madrid, and will be established at COP27 in Sharm.
Simply put, it will provide a match-making service between countries suffering from loss and damage and those organisations that can support them to respond.
The Santiago network on L&D will consist of:
-A secretariat (sitting under WIM)
-An advisory body (17 people across regions & constituencies)
-Members (atm mainly UN agencies, GCF, World Bank, and other funders, but this will expand over time)
