If you are not in Stockholm today, you can follow along with livestream on our website!
This first session to open the conference is begun by @HallgrenJakob, Director of @ResearchUI: "it is a particular pleasure to organise a Pre-Presidency Conference as a long-standing TEPSA Member Institute, for the third time"
/4
As @HallgrenJakob points out, this Pre-Presidency Conference takes place to discuss with the Swedish government the #TEPSArecommendations, which were published in written form last week
"I would like to thank the fantastic team at @ResearchUI for the productive collaboration with TEPSA that has resulted in this Pre-Presidency Conference"
"This is not my first Swedish Presidency - the Swedish Prime Minister will play a leading role in the coming months: he is at the head of the government whose ministers will chair the configurations of the Council of the European Union"
"The terrible events in Ukraine heighten the importance of EU response, I praise those in Ukraine resisting Russian aggression, and am proud to say TEPSA proudly has an active Member Institute, the Razumkov Center, in Kyiv"
We are proud to next welcome Hans Wallmark, Chairman of the Swedish Parliament's Committee on European Union Affairs, to give some opening remarks at the #SwedishPPC
/9
"Sweden faces two major events in the near future, confirmation as a NATO member along with Finland, and the Swedish Presidency - both will be significant moments for Sweden"
- Hans Wallmark, Chairman of the Committee on European Union Affairs, Swedish Parliament
/10
"One month from today, Sweden will take the lead of the Council of the EU. The Presidency means hosting and bringing together the governments and parliaments of the EU Member States"
- Hans Wallmark, Chairman of the Committee on European Union Affairs, Swedish Parliament
/11
"One overreaching priority will be #security. Sweden will continue to support Ukraine as a united EU: Putin's war highlights the need to strengthen the EU's ability to stand up for our common values & partners"
"Putin's war in Ukraine makes more urgent our need to accelerate the green energy transition: the EU must have a climate policy which shows the way to the world"
- Hans Wallmark, Chairman of the Committee on European Union Affairs, Swedish Parliament
/13
"Without rule of law, everything we do at EU level is put at risk: if there is one thing Sweden is NOT prepared to compromise about, it is rule of law"
- Hans Wallmark, Chairman of the Committee on European Union Affairs, Swedish Parliament
/14
"Our priorities - security, competitiveness, climate, and the rule of law - are interlinked and build upon each other. Sweden will work to proving the value of EU common values"
- Hans Wallmark, Chairman of the Committee on European Union Affairs, Swedish Parliament
/15
After these opening remarks, we move on to our first plenary session: "War in Europe - Confronting New Realities", in which Swedish State Secretary for International Development and Cooperation will discuss with leading researchers from across the TEPSA Network
Our first intervention in this panel is a keynote speech from Diana Janse (@sigriddiana), State Secretary for International Development Cooperations: "The TEPSA network always plays an important role in facilitating discussion on European affairs between Member States"
/18
"The Kremlin, through its actions in Ukraine, has caused the greatest moment of European Union solidarity to condemn the invasion of Ukraine"
- Diana Janse, State Secretary for International Development Cooperations
/19
"The EU must develop into a stronger and more coherent geopolitical actor, and the EU's strong support to the people of Ukraine"
- Diana Janse, State Secretary for International Development Cooperations
/20
"The nature of EU security and defence cooperation has been clarified: it is not about competing NATO, which remains the front line of defence, but about supporting NATO"
- Diana Janse, State Secretary for International Development Cooperations
/21
"We will use the EU Presidency to highlight the importance of a strong transatlantic link, and stronger NATO cooperation"
- Diana Janse, State Secretary for International Development Cooperations
/22
"Addressing the consequences of Russia's illegal war against Ukraine will be a guiding principle of the Swedish Presidency: resolve and resilience will be important priorities for the coming months"
- Diana Janse, State Secretary for International Development Cooperations
/23
"The Swedish Presidency will meet our challenges with resilience, self-confidence, and unity"
- Diana Janse, State Secretary for International Development Cooperations, concludes her Keynote Speech at the #SwedishPPC
/24
We now turn to Magdalena Góra to speak on the question of how to maintain European unity in the context of Russia's war of aggression in Ukraine
/25
"Some anti-EU narratives are fueled by anti-EU actors using the weaknesses of pro-Europeans to their benefits: the trend of reinforcing scepticism of EU integration is dangerous and may impact EU enlargement, and security & defence"
"'Sovereignists' are using strategies to polarise the debate on foreign and security policy, in external EU relations, in the war on European soil that is taking place in Ukraine"
"We are in a complex scenario: how can Europe stand on its own two feet when providing security in a way that does not risk the US relationship, and how does the EU, which started as a process, became an actor, get to become an 'order'?"
"We have two of the most reformist governments in Paris and Berlin that I can remember - I suspect that the assumption that they are stuck in the past makes that self-fulfilling"
- @RoderickParkes (@dgapev) on the approaches of leading EU governments to policy-making
/30
"We are at risk of breaking the wrong taboos: Berlin is keen to learn from the mistakes of the past & want the EU to be geopolitical. But with a genuine threat to the European status quo, Germany needs to open the tent in a way that it hasn't before"
After these initial remarks, we move to a broader discussion on "War in Europe - Confronting New Realities"
/32
"We need to keep enlargement methodology in place and counter enlargement fatigue early on, because fatigue WILL come"
- Magdalena Góra on ways to make the EU geopolitical by using enlargement; particularly relevant with Ukraine and Moldova recognised as candidate countries
/33
"We need to support Ukraine, we need to make sure Ukraine wins this war - there is no other way and this is THE priority in this moment"
- Diana Janse, Swedish State Secretary for International Development Cooperations
/34
"Europe must avoid false solutions in responding to the existential crisis set by Russia: yes, we should no longer be dependent on Russia for energy, but let's not fall into another dependency in our eagerness to get away from the Russian one"
"Europe needs a greater sense of the ultimate aims in Ukraine, and why those are the ultimate aims. We also need to clarify the implementation processes: the sanctions regime, for example, is incredibly complex and hampers effectiveness"
"Citizens are committed to supporting Ukraine - there are risks that this will wear off, but I think the main risks are the governments themselves: I am glad Hans Wallmark noted the Swedish Presidency will not compromise on rule of law"
"It isn't only about having them there on paper, it is also about being better at implementing them: sanctions are complex and difficult, but there is simply no other option than keeping them in place"
- Diana Janse, State Secretary for International Development Cooperations
/38
Up next will be parallel sessions on the future of Europe's fundamental values and climate policy - in the meantime why not meet the speakers from the Swedish Pre-Presidency Conference
.@NiklasBremberg (moderator): "There is an energy component to the nexus of climate security, which also includes both geopolitics and sustainable transition"
Katrina Barquet on the urgent need for #ClimateAction: "This Presidency is happening at the beginning of mutliple cascading risks, feeding into each other, but the starting point is the climate crisis. Is our prior negligence on energy to blame?"
.@Al_Palkova on a possible solution to the #ClimateCrisis: "We should have a long-term energy strategy in the EU. Member States tend to forget about it, as we also tend to forget about vulnerable people"
Simone Bunse on hurdles to be overcome in #ClimateAction: "We often focus on the very long term or the immediate crisis responses, but we are missing a medium-term approach as not all EU Member States have seen climate as a priority"
During the last hour we enjoyed a further two parallel sessions
The first was hosted by the @dice_h2020 project and focused on "The Reconstruction of Ukraine and the Future of Europe"
/50
At the conclusion of the panel, our speakers were asked by moderator @FLojdquist (@SCEEUS_UI) to describe their wish-list for the role of the reconstruction of Ukraine in the future of Europe
/51
Torbjörn Becker (@SITEStockholm) on how to manage the reconstruction of Ukraine:
/52
The second parallel session, and final session of the day, was "Establishing an Effective, Humanitarian and Safe Migration Policy for Europe", with interventions from: Pawel Busiakiewicz, Alexandra Wilton Wahren, @MilazzoEle, and moderated by @ezgiirgil
/57
Alexandra Wilton Wahren on the Pact on Migration and Asylum:
"It is Important to look ahead, because now we have to be ready to tackle any new migration challenges"
/58
"There a need for an increased commitment to systemic responsibility-sharing, fundamental rights, without enabling states to buy a way out from international law and human rights"
/59
Pawel Busiakiewicz with the view from his role in the @EU_Commission:
"We need to fix things that are not working now but we cannot rush things out and address migration flows unproperly"
/60
