Decades ago, the then-Soviet Union launched an operation against America, the West, and the Free World, to win the longer, strategic struggle.

They knew they could not confront us directly, and win, so they opted for indirect confrontation.

@ndkirschmann Essentially, to create organizations focused not on the larger picture or mission - to Win the War - but only on their own little part.

This incentivizes counter-productive behavior and focuses people to spend more time and energy on internal issues.

Well, the time and energy required for these internal administrative issues comes from the 168 hours / week the Higher Power gives each of us, right?

A key element of the ex-USSR operation was creating organizational cultures that perpetuate such perspectives, because nobody cares if nobody is furthering their larger mission.

Furthermore, money - GS-7 v. GS-14 - isn’t really all that relevant.

Distracting the warfighters of all types is the goal.
