Chief Justice of India, Justice DY Chandrachud, will shortly inaugurate projects “Digital Courts for Contested Traffic Challans' & 'Bail Orders Sharing Module: e-Prison” launched by Delhi High Court.
CJI Chandrachud: Today we are inaugurating two critical initiatives. The first deals with a high volume of cases which we have regarding traffic challans. Nothing speaks better than the statistics we have.
CJI DY Chandrachud: I hope that this would provide seamless access to citizens who want to contest challans issued to them. The second part of our initiative is also extremely important as it directly impinges on human liberty.
CJI Chandrachud: This is again very crucial initiative for the judiciary. And the reason is very simple, days after day the Supreme Court have cases, invoking jurisdiction of Article 32, where orders are not being complied with for release of prisoners.
CJI Chandrachud: By launching this initiative, we are ensuring that not only our orders are communicated to the jails, but we are also monitoring compliance with our orders which is equally important.
CJI Chandrachud: This initiative of the Delhi High Court will ensure that if we're able to monitor as to whether our orders have been complied with, what is the time lag between the time when a judge signs the order and the order is actually implemented in the jail.
CJI Chandrachud: I think it's important that we now take this initiative forward in all over the country and i am sure this initiative will be replicated by all the other High Courts of the country.
CJI Chandrachud: I'll just take a few minutes to share some of my ideas. In my early days as a judge of the High Court, we were implementing technology in a very rudimentary form. The rudimentary form was elementary initiatives like having digital display boards...
CJI Chandrachud: We have come a far far way, long ahead of all that. Recently, in the Supreme Court we launched the eSCR. Almost 34,000 judgments of the Supreme Court have now been made available free of charge together with headnotes to all citizens who wish to access them.
CJI Chandrachud: I sincerely hope that this initiative is adopted by the High Courts by putting into effect the digital versions of ILRs.
CJI Chandrachud: Recently we have put into place neutral citations for the Supreme Court. The Delhi High Court already has this initiative implemented. Justice Shakdher gave me the blueprint of implementing it in the Supreme Court.
CJI Chandrachud: Just yesterday we have put out a list of 10,136 judgments of Supreme Court with neutral citations so that publishers, lawyers or anyone who has any objections about accuracy can respond to us.
CJI Chandrachud: We have received suggestions on improving the efiling module which we have been in the process of incorporating.
CJI Chandrachud: We have also started translating judgments of the Supreme Court in all Indian languages. Over 4000 judgments have been translated into Hindi itself, and i am delighted to share that the Supreme Court's initiative is now being pursued by all High Courts.
CJI Chandrachud: Because what better way to communicate with the citizens than to speaking with them in the language they best understand.
CJI Chandrachud: I hope the Delhi High Court takes this initiative forward and the judgments are translated and are available with citizens in the language they understand namely Hindi, in the capital city.
CJI Chandrachud: Before I conclude, let me emphasize on the need for e sewa kendras. CJI Chandrachud: An important part of our mission in phase 3 is to set up e sewa kendras. The idea is that we must reach out to citizens, lawyers who don't have access to internet and to bridge internet divide.
CJI Chandrachud: I believe that every court complex in Delhi, based on the number of footfalls, must have an adequate number of e sewa kendras where basic facilities are provided for all the services we provide.
CJI Chandrachud: I also feel that it will be truly innovative if we can conceive of setting up e sewa kendras within jail complexes so that those who are lodged in jails can reach out to our services in terms of information, orders, case listing and even live streaming which we… twitter.com/i/web/status/1…
CJI Chandrachud: Live streaming is already been adopted in several courts, including your own court. In Supreme Court we are live streaming constitution bench hearings.
CJI Chandrachud: And one thing I've heard across country during my travels is uniform statement of everyone that live streaming of important hearings by Supreme Court has truly enable the country at large to understand the seriousness with which work is rendered by judiciary.
CJI Chandrachud: Citizens can truly understand the nature of the work which we do....and the quality of input which goes into judicial proceedings. I think it's important that we reach out to citizens by ensuring live streaming of our proceedings.
CJI Chandrachud: And I have no manner of doubt that this is now a mission which isn't just confined to the personal preferences of your present CJI who is fond of technology but something which we will incorporate as a permanent part of our judicial system.
CJI Chandrachud: The Union Government has been extremely receptive in providing us funds. The challenge now is before High to ensure that the funds are productively deployed.
CJI Chandrachud: We are expecting the first tranche of nearly 2000 crores to be released in June. We will have about 9 months of the current financial year. The ball is now in our court as courts to ensure that funds which are released by government are effectively deployed.
CJI Chandrachud: Rest assured, no initiative of the Delhi High Court is too small in terms of your inviting the CJI. It's truly a matter of great satisfaction to me to be invited in these events apart from the fact that they show the active involvement of everyone.

#SupremeCourt had earlier today directed to transfer the WB teacher recruitment scam case from Justice Gangopadhyay's bench to another bench, after taking exception to a TV interview given by the judge.
The controversial order passed by Calcutta HC Justice Abhijit Gangopadhyay to the SC Secretary General, whereby the latter has been directed to produce the translation of the interview by 12 midnight today.
