Good news that:
- The horses are before the cart: to sustain ammo deliveries to 🇺🇦, Europeans need to sustain and ramp up their production

The proposed Act in Support of Ammunition Production expands on the last of the 3 tracks of the EU’s plan to deliver Ukraine 1 million rounds of ammunition over 12 months. Having the industrial capacity to support this effort is indeed the key precondition
The effort has been well thought through, thanks to Commissioner @ThierryBreton's Defence Tour across 11 EU countries with industrial capacity. The Commissioner came back with the conviction that the EU has the industrial base to reach its objectives.
The glass half-full: the groundwork carried out by the Commission to map the industrial base should allow for a swift implementation. This measure will be key to support Ukrainian Armed Forces and to reassure countries wary of relinquishing their scarce stocks (track 1).
The glass half-empty: 500M€ is still an unimpressive figure, half of which are crowded out from another initiative to support joint procurement (EDIRPA). + the Regulation is not adopted yet, it might not happen before Jun-Jul, potentially out of sync with UAF operational needs.
This remains a welcome effort on the way to consolidate EU’s role in defense, which can only be encouraged and hopefully expanded, notably through the upcoming, longer term European Defense Investment Plan #EDIP
