Such police & bureaucrats misuse the loopholes of

Whenever a conflict gets apparent b/w State and the Centre, the West Bengal cadre All India Services Officers (IAS, IPS) stand on the West Bengal State's side against the Union Govt though such officers draw salary from the Centre & their
4. service records get maintained at Delhi
Even if Article 256 & 257 of the Constitution of India suggest that in case of such conflicts Union Govt's dictate would prevail, WB IAS, IPSs violate such Constitutional guideline

How do they do that?

Though the Constitution prescribes an upper hand of the Union Govt,the book doesn't suggest what to do if IAS, IPS doesn't abide by such prescriptions & turn defiant

As DA an inseparable part of d salary,this statement is a "breach of contract" by GOWB.

Salary money is committed from before (a contract) which cannot be reduced with time.
As money is a negotiable instrument, Govt actually commits commodities in lieu of that committed salary amount.
As inflation occurs, DA is remitted as the

Thus DA is to preventing reduction of salary with time due to price rise.

GOI does not seem empathetic towards service holder middle class.
From today's perspective, service holders who earn 7 lacs or near r not middle class but upper stratum of the bottom 50%.
Those earning 7 - 30 lacs from SERVICE r middle class in true sense. This segment is being heavily taxed as they don't have scope to evade. #UnionBudget
