such apparently disturbing actions

WB CM reigning West Bengal predominantly by misusing the State't bureaucrats & police

TMC partymen are just there to showcase the presence of a party

Such police & bureaucrats misuse the loopholes of

3. law and silence of the Constitution

Whenever a conflict gets apparent b/w State and the Centre, the West Bengal cadre All India Services Officers (IAS, IPS) stand on the West Bengal State's side against the Union Govt though such officers draw salary from the Centre & their

4. service records get maintained at Delhi

Even if Article 256 & 257 of the Constitution of India suggest that in case of such conflicts Union Govt's dictate would prevail, WB IAS, IPSs violate such Constitutional guideline

And follow the WB-line

How do they do that?

Because

5. of an inherent weakness of d Constitution

Though the Constitution prescribes an upper hand of the Union Govt,the book doesn't suggest what to do if IAS, IPS doesn't abide by such prescriptions & turn defiant

Following such silence of the Constitution, West Bengal bureaucrats

6. & police unhesitatingly side with the State

As Constitution is silent, Union Govt too lets such bureaucrats go as they like

Union Govt reflect the inherent weakness of d Constitution

IMHO, Dwivedi appears the key advisor suggesting WB CM such tricks about how to misuse

If all events of West Bengal Politics and Administration is plotted along the timeline since 2012, one can find presence of Dwivedi in the background in ALL wrongdoings of WB especially in the State's financial management & scams

8. Come to post poll West Bengal violence 2021 & the State Police' 'mute spectator' mode,

Dwivedi was the Home Secretary (ACS Home)

It is documented how he turned defiant to all Constitutional & Statutory authorities

Seems he advises WB CM how to arm twist d Constitution & law

9. Why #ArvindKejariwal #BhagwantMan and other Delhi legislators came to meet #MamataBanerjee?

May guess they perhaps came to learn from her how she dominates her State through her bureaucrats & how to (mis)use constitutional provisions in favour of their 'benefits'

10. But it's impossible for #MamataBanerjee to explain all these to #ArvindKejariwal w/o H K Dwivedi's help

As it is Dwivedi who appears to invent such techniques knowing d provisions in detail

So, Dwivedi, in spite of being an EXECUTIVE, was present legislators' meeting

But

11. #Delhi CM won't be able to take West Bengal line to (mis)use bureaucrats

as Constitution has not kept such loophole in case of NCR

So, Parliament too, didn't delay to bring in #delhiordinance and rightly so

Bharat cannot subject her NCR to the rogue policies of West Bengal
