The speech that Nobel peace prize laureate @avalaina gave today is amazing. It daringly describes the atrocities #Russia is conducting in #Ukraine, calls on the broken international structures and appeals to our humanity. It’s heartbreaking, candid and true.

Putin just signed a new decree on Russia's "Humanitarian policy abroad". As a reminder, #Russia described its military shipments to #Syria and #Ukraine as "humanitarian". I will be translating parts of the new decree throughout the day as I find time. Stay tuned.
