"If most people understand there’s a war going on, do they also understand a genocide is unfolding?"

Glad to speak w/@GinaJesseReina about the critical importance of getting this question right, why we must listen to Ukrainians & what we can do next. 🧵

kyivpost.com/post/28017 Many of us have documented #Russia's UN Genocide Convention violations, from direct &public incitement to commission of genocide.

Very hard to see how anyone could argue that the risk of genocide has not been triggered in #Ukraine. This enacts legal obligations to prevent. 2/

My take for @AtlanticCouncil: Any #Russians committing crimes in #Ukraine should consider themselves formally on notice.

"The ICC’s arrest warrant for #Putin is a seismic moment for international law & judicial accountability."
Putin is now on a very short, infamous list. 🧵 As I explain, "the ICC’s historic announcement indicates an increased scope," not just prosecuting #Putin for crime of aggression in special tribunals, but "reasonable grounds that Putin himself bears individual criminal responsibility" for war crimes. 2/

My thoughts on the question of whether #Russia is committing genocide in #Ukraine for @TIME (thanks, @TaraLaw27):

Short answer, yes.

Some additional thoughts as I'm seeing lots of questions coming from the UN independent inquiry report: 🧵

#UkraineRussianWar In unfolding atrocities, analysts+academics work rapidly to establish what we know (facts).

Legal teams work to build the evidence base for cases to stand up in court.

These processes have different speeds.
This is ok: real-time analysis + courtroom justice both needed! 2/
