The UAPA gives unbridled powers to the government authorities to detain an individual based on vague and arbitrary grounds. This has led to several persons being detained for months together before finally securing bail.

Dr. BR Ambedkar's vision resulted in Article 326 of the Constitution. It provided that elections would be held on the basis of universal adult franchise. It also prevented exclusion of people from voting or standing for elections due to elitist notions of qualifications. 2/9
