Here's 10 features that would help me find and make use of the data:
1) A good search engine that allows for filtering of content by data type, data categories, by dept., by geographic location and by licence.

1/5 2) A Primer for each dataset that includes a data dictionary, sample data and most importantly, a 'biography' of the data sets, meaning, who collected it (with contact info), why was it collected, who paid for it's collection, what's missing in the dataset, etc...
