There are only three possibilities here:

Giving another WTO Member free access to your market without a comprehensive FTA in place is almost unquestionably a breach of the rules the UK and EU signed up to when they formed the WTO.
In this article Keith Rockwell explains again for the people in the back that the WTO itself doesn't police such breaches but serves as a mechanism for Members to do so.
