The EU #MigrationPact reinforces a narrative focused on exclusion and security at any cost.
It fails to address the impact of structural #racism and how it plays out in practices & policies that put people’s lives at risk. Is this really ‘solidarity’?
An anti-racism THREAD 👇🏿👇🏿
2/ EU migration policies are historically based on racial discrimination and shaped by a neo-colonial approach.
This needs to be addressed, such as the notion of who belongs to Europe and the criminalisation of moving, which disproportionately impacts racialised groups.
3/ The pact does not acknowledge anti-migrant and xenophobic political discourse in many countries, and the impact it has on policy design and practices.
The pact essentially gives a free hand to these countries to detain and return migrants

1/ #MigrationPact and #RuleofLaw: a thread

Member states hostile to #RuleofLaw and to EU values, are also those most hostile to migrants & refugees.

This is neither a surprise nor a concidence.…
2/ With "return sponsorship" 🇪🇺#MigrationPact envisages countries 'hostile to migrants' would be tasked with detention and deportation.

This is worrying on a number of levels.…
3/ Essentially, the EU's "dirty work" of detention and returns will be farmed out to member states where the EU has *serious concerns* regarding judicial independence, freedom of expression, corruption, rights of minorities, and the situation of migrants and refugees.

An initiative by Berlin and Thuringia envisaged allowing the federal states to decide for themselves whether to accept asylum seekers from abroad. However, in a vote on Friday, the initiative, which the federal government rejected,
failed in the Federal Council. The consent of the Federal Minister of the Interior, which is required under the current legal situation, should be abolished.
The Federal Council is the most important assembly here, the ministers of all the federal states and the federal government meet to find uniform regulations which mostly have to be decided at the federal state level.

1. My (maybe uncomfortable) views on #Moria and forthcoming #EU #migration pact:

✔️Yes, #Moria was a tragedy waiting to happen and the direct result of #EU policy failing

✔️Yes, early signs that #EU pact will focus on keeping people in their countries is worrying.

2. ...we just cannot keep asking the #EU to do better. Because the #EU can only do what its 27 members states agree to do. And too many of them have interest to keep the anti #immigration rhetoric going primarily for domestic short term political calculations. Same is true in #US
3. To me the question we should ask and work for is:

Is there the political space and will to form a smaller 'coalition of the willing' amongst selected European states/orgs to cooperate on #migration in ways that can work/deliver for domestic audiences?
We know it is possible.

These days, one of our 2019 working papers (@kielinstitute) by MEDAM researchers Claas Schneiderheinze & David Benček received substantial criticism from @m_clem, and is now being very much discussed.

A response.

The MEDAM research links rising #incomes with decreasing #emigration in poor countries thus challenging the causal interpretation of the “migration hump”.

2/6 Image
The critique is fundamental & sounds persuasive. @m_clem criticizes:
1) using annual data gives too much weight to bursts & busts
2) time fixed effects mask long-term econ. progress
3) the empirical setup with absolute emigration, GDP & population leads to spurious results
