The reason the Trump World Tower purchase agreement came into evidence appeared to be related to jurisdiction. The CEFC subsidiary was based in New York, fulfilling the domestic concern prong of the Foreign Corrupt Practices Act charges in the Chad and Uganda bribery schemes.
